R-94- 42 RESOLUTION APPROVING THE REQUEST OF THE CITY OF FAIRFAX, VIRGINIA, BY ROBERT SISSON, AGENT, FOR A SPECIAL EXCEPTION TO REDUCE THE REQUIREMENT FOR THE 50-FOOT BUFFER FROM ADJACENT PROPERTIES ON THE PREMISES KNOWN AS 3410 PICKETT ROAD AND ALSO KNOWN AS A PORTION OF TAX MAP PARCEL 58-1-((2))-28. WHEREAS, THE CITY OF FAIRFAX, VIRGINIA, by Robert Sisson, Agent, has submitted application No. SE-144-94-1 requesting a Special Exception to the City Code Section 26-68(a) to reduce the required 50-foot buffer from adjacent properties in accordance with the Generalized Development Plan with the proposed southwest corner revisions; WHEREAS, City Council has determined that the requested Special Exception is appropriate because the request meets the requisites established by Code of the City of Fairfax for the following reasons: 1. The affected adjacent property, while zoned residential is used for recreation (golf course). The reduction will not, therefore, negatively affect any residential developments. The proposed 25-foot-wide buffer will provide adequate screening from the adjacent property. Although there will be a reduction in the width of the buffer, a solid vegetated screen approved by the Zoning Administrator and Board of Architectural review will be required. 3. This exception is necessary if the Board of Zoning Appeals grants the variance to the required 50-foot setback when an I-2 property is adjacent to a residentially zoned property. 4. Adequate area does not exist to develop the site as required, without the requested special exception. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax on this llth day of October, 1994, that application No. SE-144-94-1 for a Special Exception to Section 26-68(a) of the City Code is hereby approved and subject to the following conditions: The salt sheds shall be constructed of wood with shingled roofs, and each roof shall contain a cupola or similar ornamental feature. The salt sheds shall be subject to review by the Board of Architectural Review (BAR). The City shall install buffering that provides an immediate and substantial visual screen between the property yard expansion and the Army Navy Country Club (ANCC) that is comparable to "Screen D" contained in Section 26-68 of the City Code. Such screen shall, at a minimum, consist of planting large evergreen and deciduous trees that are placed in a manner to provide the appearance of a natural buffer. With the permission of ANCC, the City shall plant trees on the ANCC property adjacent to the common property boundary in addition to ensure optimal placement of plant materials and preservation of existing mature trees to the extent possible. Such screening shall be subject to review by the Zoning Administrator and the BAR.
