A RESOLUTION TO APPROVE THE REQUEST OF ARMY NAVY COUNTRY CLUB
BY CAPTAIN ROBERT L. CROUCH, USN, RET., PRESIDENT, AND
AND CAPTAIN W. SPENCER JOHNSON, IV, USN, TREASURER, FOR A
SPECIAL EXCEPTION TO PERMIT AN EXPANSION OF THE EXISTING
COUNTRY CLUB FACILITY WITHOUT THE REQUIRED IMPROVEMENTS TO
THE EXISTING NON-CONFORMING PARKING LOT, PURSUANT TO
SECTION 26-39.1(h) (3), ON THE PREMISES KNOWN AS ARMY-NAVY
COUNTRY CLUB, 3318 OLD LEE HIGHWAY.
WHEREAS, Army-Navy Country Club, by Capital Robert L. Crouch,
USN, Ret., President, and Captain W. Spencer Johnson, IV, USN,
Treasurer, has submitted application No. SE-1331-93-1 requesting
a special exception to City Code Section 26-39.1(h) (3); and
WHEREAS, City Council has determined that the proposed special
exception is appropriate because the proposal meets the requisites
established by City of Fairfax Code Section 26-39.7 for the
following reasons:
The proposed special exception will not result in
increased traffic congestion or otherwise negatively
impact existing traffic flow or pedestrian and vehicular
safety;
The proposal is not contrary to the Comprehensive Plan
which designates the applicant's property as Parkland and
Preservation Open Space; and
The proposed special exception will allow the reasonable
use of the applicant's property, and will not negatively
affect adjacent property in the surrounding area.
With the following conditions:
No less than 226 parking spaces be provided and all new
parking areas comply with the City Code requirements.
The 30 space parking area shall be constructed prior to
the issuance of the occupancy permit for the new
clubhouse. The 29 space area shall be constructed within
one year from the issuance of the occupancy permit. A
bond shall be retained until the 29 spaces are completed.
Additional landscaping be installed to screen the
existing parking areas from the public right-of-way.
The ditch in the Old Lee Highway right-of-way be regraded
and stabilized from the Country Club's southwest driveway
to the level area east of the Club's northeast driveway
as approved by the Director of Public Works.
The northeast driveway be widened and posted with no left
turn signs.
Within one year from the issuance of the occupancy permit
for the clubhouse, hole #10 be reoriented to reduce the
possibility of balls being hit off the Club property.
The driving range be reoriented and directional landscape
plantings and target flags be installed.
A net be installed to deflect driving range balls from
Old Lee Highway, and evergreen trees be planted to screen
the net and further deflect balls.

8. The abandoned green near the driving range be removed.
A CUE bus shelter be installed in approximately the same
location as the existing bus stop across the street from
Great Oaks.
10. The fence along Old Lee Highway be replaced.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Fairfax, on this 22nd day of June, 1993, that application No.
SE-109-3-1 be and hereby is approved.
