A RESOLUTION TO APPROVE THE REQUEST OF INOVA HEALTH SYSTEMS,
INC., D/B/A COMMONWEALTH CARE CENTER, BY JOAN BISHOP,
ADMINISTRATOR, FOR A SPECIAL EXCEPTION FOR SIGNAGE
FOR THE PROPERTY KNOWN AS 4315 CHAIN BRIDGE ROAD,
COMMONWEALTH CARE CENTER
WHEREAS, Inova Health System Services, Inc., d/b/a
Commonwealth Care Center, by Joan Bishop, Administrator, has
submitted application No. SE-114-93-1 requesting special exceptions
to the City Code:
Section 26-43¢a) ¢3) and (8) to allow a ground mounted sign to
be located less than the required 20 feet from the front and
side property lines (approximately 10 feet);
Section 26-44(a) Table 1 to allow backlit signs for a 24-hour
emergency care facility instead of the allowed external white
light source.
Section 26-44(a) Table 1 to allow more than the permitted 32
square feet of signage (approximately 80 square feet).
Section 26-44(a) Table 1 to allow a building mounted sign to
be mounted above the roofline.
WHEREAS, City Council has determined that Special Exceptions
numbered above as 1, 2, and 3 are appropriate because they meet the
requisites established by City of Fairfax Code Sections 26-48 and
26-103 for the following reasons:
The proposal, as described in special exceptions numbered
1, 2 and 3, is consistent with the goal of the
Comprehensive Plan and purpose of the Sign Ordinance to
provide well designed and adequate signage.
The size of the property, setback of the building, and
existing vegetation and other landscape features warrants
the granting of special exceptions numbered 1, 2 and 3.
WHEREAS, city Council has carefully considered the application
and determined that Special Exception numbered above as 4, does
not meet the requisites established by City Code Section 26-48 for
the following reasons:
The proposed roof sign is inconsistent with the
Comprehensive Plan goal and purpose of the Sign Ordinance
to encourage well-designed signage that is compatible
with the architecture of the building on which it is to
be located.
The existing building design, lot size or shape,
topography, and vegetation do not present a unique burden
which necessitates a roof sign.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Fairfax, on this 13th day of July, 1993, that three of the four
Special Exceptions requests contained in application No.
SE-114-93-1 (numbered above as 1, 2, and 3) be and hereby is
partially approved, with the following conditions:
The proposed roof sign be redesigned to mount on a
building wall, window, or be ground-mounted.

The total sign area (excluding on-site directional or
temporary signs) not exceed 80 square feet.
The ground mounted sign be no less than approximately ten
feet from the front and north side property lines.
The background faces of the backlit signs be opaque and
not translucent.
