19910514 r-91-15RESOLUTION NO. R-91-15
WHEREAS, the City of Fairfax, as a small, independent
political jurisdiction, has needs and concerns separate and
distinct from those of the surrounding County; and
WHEREAS, continuation of the City of Fairfax as an intact
entity in its representation is consistent with the State
constitution, State law and with the Voting Rights Act of 1965,
concerning clearly defined, compact, and contiguous boundaries,
protection of communities of interest, protection of minority
voting rights and equal representation; and
WHEREAS, the most recent proposed redistricting plan for
the Virginia Senate would split the City of Fairfax into two
districts by placing precincts 2 and 6 into one Senate district
and precincts 1, 3, 4 and 5 into a different Senate district;
and
WHEREAS, the 20,000 population of the City is equal only
to approximately 13 percent of the size of an ideal single
Senate district; and
WHEREAS, the proposed redistricting plan for the Virginia
House of Delegates, to which the City of Fairfax previously
formally expressed its opposition, would split the City into two
districts by placing precincts 2 and 5 into one House district
and precincts 1, 3, 4 and 6 into a different House district; and
WHEREAS, the differing placement of approximately one-
fourth of City residents in House and Senate districts will
cause confusion for voters and dilution of the City's collective
voice on issues;
NOW, THEREFORE, BE IT RESOLVED that the City of Fairfax
believes that it is practical, fair and equitable that the City
of Fairfax be retained as a single district for representation
in the Virginia Senate.
Adopted this 14th day of
May , 1991.
