SOLID WASTE H~,NAGEMENT
WHEREAS, in accordance with the Virginia Waste Management Act
of 1988, the Virginia Department of Waste Management promulgated
local solid waste management planning regulations requiring local
governments to develop comprehensive solid waste management plans;
and
WHEREAS, in order to comply with the State regulations and to
maximize the efficient use of local resources, a sub-regional solid
waste planning program was established for administration through
the Northern Virginia Planning District Commission (NVPDC); and
WHEREAS, on September 4, 1990, the City Council authorized the
City Manager to sign a memorandum of agreement between participat-
ing local governments and NVPDC to coordinate the development of
comprehensive solid waste management plans on a sub-regional basis;
and
WHEREAS, the environmental engineering firm of CH2M Hill was
named consultant for the program; and
WHEREAS, CH2M Hill and the City staff has presented the final
draft of the Solid Waste Management Plan for the City of Fairfax
for the City's review and approval; and
WHEREAS, objectives named in the plan focus on providing a
cost-effective, environmentally sound program that has the support
of the community and elected officials; and
WHEREAS, the objectives of the plan are to:
· Develop a plan that is consistent with the Depart-
ment of Waste Management's (DWM) hierarchy.
· Implement a collection and recycling program that
anticipates the expected growth within the City.
· Develop an understanding with Fairfax County to
provide disposal services for City waste.
· Implement curbside recycling Citywide in 1991 and
expand the City's drop-off recycling centers.

WHEREAS, an ad hoc task force was established by City Council
on October 23, 1990, to advise the Council and staff in the
development of the Solid Waste Management Plan; and
WHEREAS, the task force met monthly, provided input to the
staff and provided a report and recommendations to the City
Council; and
WHEREAS, the City Council reviewed the plan, the task force's
recommendations and public comment, and revised the plan according-
ly.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Fairfax that the Solid Waste Management plan for the City of
Fairfax, dated June, 1991, as prepared by CH2M Hill, is hereby
approved as amended.
BE IT FURTHER RESOLVED that a copy of the City of Fairfax
Solid Waste Management Plan be forwarded to the Department of Waste
Management for review and approval.
