19881025 r-88-51 RESOLUTION NO. R-88=51 A RESOLUTION TO APPROVE THE REQUEST OF JENNINGS FAMILY PARTNERSHIP BY W. BRUCE JENNINGS, MANAGING GENERAL PARNTER, FOR SPECIAL EXCEPTION FROM SPECIFIED PROVISIONS OF CHAPTER 26 OF THE CODE OF THE CITY OF FAIRFAX FOR PROPERTY LOCATED AT 3980 PICKETT ROAD AND MORE PARTICULARLY DESCRIBED AS TAX MAP 58-3-((2))-29-A. WHEREAS, Jennings Family Partnership has submitted application No. SE-45-88-1 requesting the special exception to the City Code listed below: Section 26-39.4(b)(4)(a): To reduce the number of required parking spaces froln 66 to 23. WHEREAS, City Council has determined that the proposed special exception is appropriate because the proposed development meets the requisites established by Fairfax City Code Section 26-39.7(c) for the following reasons: 1. Will not result in increased traffic congestion or otherwise negatively impact existing traffic flow or pedestrian and vehicular safety; and 2. Will not be contrary to the objective specified in the Comprehensive Plan; and 3. Will not adversely impact adjacent property or the surrounding area. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax on this 25th day of October, 1988, that application No. SE-45-88-1 be and hereby is approved with the following conditions: 1. Parking spaces be provided along the entire length of building four and five and landscaped islands provided at the end of the parking bay and in the middle of the parking bay (probably located around an entrance door). 2. Submitted site plan be modified to show a 23-foot wide drive lane between the parking spaces as required by the parking ordinance. 3. The grass drainage area on the north property line be changed to a concrete V- ditch or similar structure. 4. The landscaped areas along Pickett Road be planted in accordance with the City's Community Appearance Plan and trees in this area be 4" in diameter or larger. 5. Lighting in the front parking and landscaped areas be provided in accordance with the City's Community Appearance Plan. 6. A four-foot area extending along the back of both buildings two and four be protected by a curb and gutter and landscaped, if completely feasible. 7. The building facades facing Pickett Road be redesigned to provide additional detailing and features that provide a commercially compatible facade in keeping with the adjacent shopping center. 8. A brick facade, as shown in the colored rendering, be used in the construction of the building. 9. A fire wall be provided between buildings two and three. 10. Exit doors for interior storage units be protected by bollards to insure clear and safe access at all times for pedestrians and low shrub planting areas be provided around this area. 11. A fire hydrant be provided on-site in accordance with fire safety regulations. R-88-51 -2- 12. An emergency access behind buildings two and three connecting to the adjacent shopping center (Pickett Shopping Center) be provided. 13.
