WHEREAS, the City Charter, Chapter 5, Section 5.5, states that the first
meeting of the newly elected Council shall take place in the Council Chambers in the
City Hall at eight o'clock P.M. on the first Tuesday of 3uly following their election;
and
WHEREAS, the time, place, and dates of future meetings may be determined
by the City Council; and
WHEREAS, the Virginia Freedom of Information Act (as amended through
September 4, 1982) clearly states in Section 2.1-340.1 the public business shall be
transacted under the scrutiny of public eye; and
WHEREAS, the City Council is desirous of conducting effective and efficient
meetings with maximum public participation and knowledge in full view of the public
eye; and
WHEREAS, the City Council is desirous of and will attempt to complete city
business in two meetings each month; and
WHEREAS, hearings are already scheduled for four meetings in 3uly and chang-
ing such meetings would incur additional advertising expenses.
NOW, THEREFORE) BE IT RESOLVED THAT
1. The City Council shall hold two regular meetings on the second and fourth
Tuesday of each month commencing at 8:00 p.m. at City Hall. The Council will only
hold one regular meeting in August, 1984, which will be held on the 28th, and one
regular meeting in August 1985, which will be held on the 27th.
2. Should an extensive public work session or a special meeting of Council be
necessary, it shall be determined by a maiority vote of the Council and it shall be on
the third Tuesday in City Hall at eight o'clock P.M. and shall be publicly announced
at the first Council meeting (second Tuesday) of each month at which time the
subiect matter will also be announced; the first work session will be on ~uly 17th; and
3. It shall be the policy of the Council that all members will be in City Hall at
7:30 P.M. the night of such regularly scheduled meetings and the Council agenda
shall show that period from 7:30 to 8:00 P.M. as a public work session, but it also
may be used, after a call to order of the Council and public action as required by
law, for an executive session. Should there be no need for either a work session or
executive session, Council members will be available for citizen discussions.
