REQUESTING THE FAIRFAX CITY PARK
AND RECREATION ADVISORY BOARD
TO PREPARE A NEW BICYCLE
AND PEDESTRIAN SYSTEM REPORT
WHEREAS, In April of 1973 the Bikeways System Subcommittee
of the Park and Recreation Advisory Board, in coordination with
the City Planning staff, prepared a report that was used as a
basis for developing the City's bicycle paths; and
WHEREAS, the bikeway developmental plan in the April 1973
report has been funded by the City Council in annual increments
since 1973 and followed by the Public Works and Recreation
departments in constructing and planning the use of the City's
bicycle trails; and
WHEREAS, concepts regarding the use of bicycle and
pedestrian paths have been changing since 1973; and
WHEREAS, traffic congestion has increased and vehicular
use patterns have changed in the City and the surrounding area
since 1973; and
WHEREAS, energy conservation measures and leisure time
activities resulting in the use of the City's trail system
have been changing and evolving over the last few years; and
WHEREAS, it appears that changing conditions and completion
of the initial bikeway development program dictate that the
1973 Bikeways System Report should be reviewed and a new report
prepared,
NO~ THEREFORE BE IT RESOLVED THAT the Park and Recreation
Advisory Board be requested to review the 1973 Bikeways System
Report and prepare for City Council a new report that can be
used as a trail development guide by the City staff for the
next three years.
The Park and Recreation Advisory Board should furnish
Council with their 1980 Bikeways System Report by June 30, 1980.
The Planning Department has been designated to work with
the Park and Recreation Advisory Board on this project.
The trail development plan submitted should be constrained
so that no more than $5,000 per year be spent on trail develop-
ment unless extraordinary justification is furnished in the
report.
Mr. John Mason is designated as an ad hoc member of the
Park and Recreation Advisory Board for purposes of the develop-
ment of the 1980 Bikeways System Report.
