R-79-4 RESOLUTION SUPPORTING LEGISLATION TO CONTINUE AND REAFFIRM THE FEDERAL COMMITMENT TO A NATIONAL CAPITAL TRANSPORTATION SYSTEM WHEREAS, the Washington Metro is the mass transit system of the Capital of the United States; and WHEREAS, Metro does not serve just one city or state, but two states, the District of Columbia, and citizens of the entire United States; and WHEREAS, legislation reaffirming the special Federal commit- ment to the transit system of the Capital of the United States is appropriate and necessary to insure completion of the 101 mile system; and WHEREAS, Senator John W. Warner and Congressman Herbert E. Harris, II are sponsoring legislation which would insure appropri- ate Federal participation in the Metro system; and WHEREAS, the legislation being sponsored authorizes an additional $1.7 billion to allow timely and most economical com- pletion of the 101 mile regional system; and WHEREAS, the proposed legislation proposes an equitable means of paying off Metro's outstanding construction bonds; and WHEREAS, the proposed legislation authorizes needed annual Federal operating assistance through 1987; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fairfax, Virginia supports the legislation sponsored by Senator Warner and Representative Harris which affirms a meaningful Federal commitment to the area's transportation system; and BE IT FURTHER RESOLVED that this endorsement of the legisla- tion assumes the completion of the adopted regional system to include the Nutley Road station that will serve the citizens of the City of Fairfax and Fairfax County and contemplates a commitment by the member jurisdictions of the Washington Metropolitan Area Transit Authority to a financial policy that funds no less than seventy-five percent of rapid rail operating costs from the fare box.
