RESOLUTION SUPPORTING GOVERNOR DALTON'S ENERGY
CONSERVATION EFFORT
WHEREAS, the Commonwealth of Virginia faces shortages of gas
oline and heating fuel now and in the near future which necessi-
tates the immediate undertaking of energy conservation procedures
and
WHEREAS, Governor John N. Dalton, Governor of Virginia,
directed on March 21, 1979, energy reduction measures at the
State level and requested that all Virginia cities, towns and
counties institute similar energy conservation actions while
promoting citizen awareness of current energy shortages; and
WHEREAS, the City of Fairfax, Virginia, in the past six
years has developed an effective energy management program that
has controlled energy consumption through such procedures as re-
ducing temperatures and lighting in City owned buildings; pur-
chasing smaller size vehicles; reduced vehicle use and several
other measures; and
WHEREAS, the City of Fairfax desires to comply with the
Governor's request and promote community awareness of the need
to conserve energy resources on a voluntary basis before energy
shortages grow to very serious proportions creating unnecessary
hardships.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City
of Fairfax fully supports Governor Dalton's request for decreased
energy consumption by the City and its residents and hereby
directs the continue~ enforcement of energy reduction measures
with regard to City functions and further directs that tempera-
tures in occupied City owned buildings be maintained at 68°for
~eating and 78°for cooling, and 63°for heating and 83° for cooling
zn unoccupied buildings; a determination by City staff of a
possible further reduction in lighting and administrative use
of vehicles; the use of low energy lamps when replacing burned
out bulbs; and lights that are not necessary for security purpos
will be turned off when a room is empty; and
BE IT FURTHER RESOLVED that the Council directs the develop-
ment of a public information program that alerts citizens to
the current problems of energy shortages, suggests energy re-
duction measures, and encourages voluntary conservation by each
individual thereby decreasingzserious future consequences.
