RESOLUTION COMMENDING CITY AND SCHOOL SYSTEM PERSONNEL FOR SUPPORTING
PRESIDENT CARTER'S VISIT
WHEREAS, President of the United States Jimmy Carter chose the City of
Fairfax in which to hold a town meeting to discuss Civil Service reform; and,
WHEREAS, this town meeting was heavily attended by area citizens,
Federal Civil Service employees and numerous national, state and local
dignitaries; and,
WHEREAS, considerable work was required on the part of the staffs of
Fairfax High School, the City, and by volunteers to prepare for the President's
visit; and,
WHEREAS, the professional contributions by the Fairfax High School
Principal, the Fairfax High School Director of Student-Community Activities,
the school support staff, the Assistant City Manager and the Department heads
and members of the Fairfax City Police Department, the Public Services Depart-
ment, the Fire and Rescue Department and Volunteer Fire Department were
necessary and vital to the success of this town meeting;
NOW THEREFORE BE IT RESOLVED that the Mayor and Members of the City
Council personally wish to commend and express sincere appreciation to Fairfax
High School Principal, Clarence P. Drayer, Fairfax High School Director of
Student-Community Activities, L. Patrick Laing, Fairfax High School Building
Supervisor Hubert Tharpe and other members of the high school and Fairfax
County school staff for their excellent work in making the high school facili-
ties available; to Assistant City Manager, Robert C. Norris, for effectively
coordinating the City's responsibilities for the President's visit; to Chief
of Police Larry F. Wines and the officers of the Fairfax City Police Department
for furnishing commendable security for the President under the general direc-
tion of the U.S. Secret Service and for providing efficient traffic control;
to Public Services Director James R. Shull and employees of the Operations and
Maintenance Division for effectively carrying out necessary maintenance and
clean-up; to Director Joseph R. Gebauer and Volunteer Chief Charles N. Tuller
of the Fire and Rescue Services for furnishing expert standby para-medical and
fire protection support; and,

LET IT BE KNOWN that each Department head and all City employees and
volunteers mentioned above performed with exceptional professionalism, dili-
gence and devotion to duty during the President's visit.
FURTHER BE IT RESOLVED that this Resolution be made a part of the
personnel records of the employees concerned.
