RESOLUTION APPROVING THE CHARTER OF THE
NORTHERN VIRGINIA AREA AGENCY ON AGING
WHEREAS, the members of the Northern Virginia Planning
District Commission have participated in the Northern Virginia
Planning Program on Aging since October, 1972, and have
collaborated, through the City and County Managers, in discussions
concerning the need for an area agency on aging in Northern
Virginia since March, 1973; and
WHEREAS, the Administration on Aging, United States
Department of Health, Education and Welfare, finalized the
regulations on the area agency on aging and its role in receiving
and channeling all Administration on Aging funds on October 11,
1973; and
WHEREAS, the Northern Virginia Interim Advisory Council
on Aging (formerly the Northern Virginia Gerontology Task Force)
recently completed the Action Plan on Aging for Northern Virginia,
1973, highlighting the need for an Area Agency on Aging within
3-6 months, and recommending that the Area Agency on Aging be
established as a public agency; and
WHEREAS, the Action Plan on Aging for Northern Virginia,
1973, was approved by the Northern Virginia Planning District
Commission on September 30, 1973, with the understanding that the
establishment of the regional implementation body was necessary
to insure continuation of Administration on Aging funding to
Northern Virginia; and
WHEREAS, there has been considerable dialogue between
City and County officials and representatives, senior adults,
Health and Welfare Councils, Northern Virginia Planning District
Commission staff and other related persons concerning the Area
Agency on Aging; and
WHEREAS, the City of Alexandria and the Counties of Arlington,
Fairfax, and Loudoun have already approved the Charter and become
members of the Northern Virginia Area Agency on Aging; and

WHEREAS, it is recognized that the need for immediate
action to meet the March 31, 1974, deadline on the Area Agency
on Aging is heightened by the possible loss of Administration on
Aging funds now already awarded or to be awarded Northern Virginia
for planning or programming for the aging; and
WHEREAS, Fairfax City, through its representatives
on the Northern Virginia Planning District Commission and the
Northern Virginia Gerontology Task Force has been actively involved
in these planning and programming efforts and is supportive of
them; and
WHEREAS, the Manager has reviewed the Charter and
recommends its adoption; and
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Fairfax, Virginia, adopts the Charter of the
Northern Virginia Area Agency on Aging as recommended by the
Northern Virginia Planning District Commission, and thereby
officially becomes a member of the Northern Virginia Area Agency
on Aging.
