19731002 r-73-23 PETITIONARY RESOLVE R-73-23 WHEREAS, the General Assembly of the Commonwealth of Virginia has enacted and recently amended Sections 18.1-358 through 18.1-363 of the 1950 Code of Virginia, as amended to date, constituting Article 7 of Chapter 18.1 of said Code, which sections deal with the transaction of business and com- merce on Sundays, commonly referred to as "Blue Laws", and WHEREAS, the aforesaid statutes have caused grave doubts and con- fusion in the minds of consumers and merchants alike as to their respective rights and obligations concerning the transaction of business on Sundays, and WHEREAS, the enforcement and interpretation of the aforesaid statutes have differed between local jurisdictions, thus causing serious in- equities in the sense that some merchants are forced to close their businesses on Sundays while other merchants in nearby or contiguous communities or juris- dictions, although carrying on a like trade, are permitted to remain open, and WHEREAS, the so-called solution of local option with respect to this facet of government would tend to further divide rather than unite Virginians on a state-wide problem by encouraging the continuance of inequities between local jurisdictions, NOW, THEREFORE the governing body of the City of Fairfax hereby requests and earnestly prays that the aforesaid statutes be forthwith submitted for repeal by a state-wide referendum, or legislatively repealed in their en- tirety, by the General Assembly of Virginia at its first session in 1974, and directs that a copy of this petition be transmitted in timely fashion to every member of the 1974 General Assembly of Virginia.
