WHEREAS, the City of Fairfax has been subject to
frequent flooding along its creek and storm drainage system
that threatens the health, safety and general welfare of its
citizens; and
WHEREAS, said system also provides scenic, recre-
ational and environmental benefits that should be not only
preserved, but enhanced; and
WHEREAS, the City Council recognizes the need for
a comprehensive plan providing for improvements, both public
and private, to said system; and
WHEREAS, the City Council further realizes that
such a plan should reflect the aspirations and concerns of
all citizens of this City, be within their means, and enjoy
their broad understanding and support,
NOW, THEREFORE, BE IT RESOLVED, by the City Council
of the City of Fairfax, Virginia, that there is hereby created
a committee which shall be known as the Creeks and Storm
Drainage Committee of the City of Fairfax, Virginia, to wit:
1. Membership.
The Committee shall consist of nine members, in-
cluding a chairman: one City Councilman, one member of the
City Planning Commission, and seven other citizens. The
Committee shall be appointed by the City Council and serve
at its pleasure. In the selection of members, City Council
will give consideration to those areas most affected by storm
drainage and the creek system. All appointees shall be re-
sidents of the City of Fairfax. The Chairman shall be appointed
by the Council and serve at its pleasure. The Chairman may
appoint a Vice-Chairman to serve in his absence.
2. Meetinqs..
Meetings of the Committee shall be called by the
Chairman. Five members of the Committee shall constitute a
quorum. The Committee may request through the City Manager
the assistance of City staff or other items which it feels are
necessary for its studies.
3. Responsibilities.
The Committee shall have the following responsibili-
ties:
A. To examine the overall condition and functioning
of the storm drainage network within the City and, specifically,
those phases relating to the creek system. Such examination
shall give full consideration to the relationship between flood
control, environmental and scenic needs, recreational uses, and
other present and future land uses in the affected areas.
B. To examine current and contemplated City programs,
particularly public works, that affect storm drainage control

and the enhancement of the creek system.
C. To examine the City Zoning Ordinance and other
laws influencing flood plain usages and flood control.
D. To inform the Council and other citizens of
existing problems, possible correctives and potential improve-
ments and to elicit their advice, assistance, and cooperation
in improving the condition of the storm ~rainage and creek
network.
4. Reports.
The Committee shall report to the Council a Compre-
hensive Plan for the Improvement of the Storm Drainage and
Creek System. Such report shall review alternative programs
for improvement of the storm drainage and creek system and
recommend a program to implement improvements, both public and
private, that will enhance the overall condition and functioning
of the system. The report shall set forth criteria for judging
various projects, recommend phasing and priorities among pro-
jects, and propose a long-term budgeting of public improvements
suitable for integration into an overall capital budget for the
City. This report shall be completed and submitted to the
Council by July 31, 1973. Prior to that time, the Committee may
make such interim reports and recommendations as are requested
by the City Council or which the Committee itself feels are
necessary.
