19730102 r-73-1 R-73-1 ~ YEAR's RESO5IYI'ION FOR 1973 BE IT RESO~',VED that 1973 shall be a year of sound programming. and decision making by the Mayor and ~"±ty Council in the-best demo- crat±¢ manner on the following matters: 1. Zoninq - in all its categories with full realization~that our decisions will shape the future of Fairfax. 2. Traffic and Transportation - in order that our citizens and visitors can travel in and throUgh Fairfax with a minimum of congestion and delay and a maximum of safety. 3. Personnel - to insure that all municipal employees will receive fair and equal treatment and that their compensation and benefits will compare favorably with all public and private employees in the area. 4. Storm Drainaqe - to insure that in the near future all our citizens and businesses need not live in constant fear of flooded basements and costly damage. 5. Potable Water SuDply-to assure that our present and future citizens shall continue to have a guaranteed and adequate supply of potable water. 6. Sewer Connections - to assure that, for the benefit of the lower income people involved, as well as for the health and welfare of the City generally, a program is developed which will enable all our citizens to connect with sanitary sewer lines. 7. Center City Plan - adopt and start implementation of a Center City Plan which will insure attractive and economically sound growth in Fairfax's Center City. f~-73-1 8. Historical B~ildings, Grounds and Artifacts - determine best methods, and means fOr the acquisition of historically meaningful buildings, grounds and artifacts and their preservation. 9. Supply, Repair and Shop Facilities - determine best methods and means for acquiring or building adequate shop, repair and supply facilities for our Public Works Department. ~ 10. Parks and Recreation - plan and develop a sound organization to assure continued development of park and recreation facilities and programs for all Fairfax citizens. 11. Education, Library and Fire Proqrams - in collaboration with Fairfax County officials determine best possible approaches to these basic programs. 12. Capital Improvements Proqram - 'to assure continuing improve- ment program of needed improvement in water supply and treatment, residential streets, traffic safety controls, sanitary and storm drainage facilities and the upgrading of all municipal facilities. 13. Chamber of Commerce - encourage the development of a strong, knowledgeable and cooperative business' community in Fairfax to coll~borate with the City in its economic development. 14. The Beautification of Fairfax - encourage and Work with neighborhoods, shopping centers, and other business enterprises for the continued improvement of the aesthetics of the City. 15. Communications with Citizens - program forums b~th at City Hall and in neighborhoods to assure as wide-ranging citizen partici- pation as possible in the programs and problems of the City. 16. Board of Architectural Review - strengthen the prerogatives of this Board to assure an aesthetically pleasing appearance of all public and private buildings in FairfaX. - 2 - ' ,, R-73-1 17. Staffing~City Hall - take such steps as are necessary to increase staff and staff efficiency in functional, technical, administrative and judicial areas of the City to assure improved services to City residents, and lastly let us resolve that we will establish priorities for the above, that we will work at the program with diligence and assurance that we are fulfilling the wishes and resolves of our citizens.
