19691007 r-69-22RESOLUTION R-69-22 WHEREAS, the Accotink Creek and its three main forks within the City of Fairfax, Virginia have been subject to flood- ing and flood damage; and WHEREAS, in many instances the flooding has been severe and there has been substantial loss to property owners and occu- pants in these areas; and WHEREAS, flood insurance in these areas is unobtainable; and WHEREAS, such flooding damage and loss may occur in these areas in the future; and WHEREAS, the City Council of the City of Fairfax, Vir- ginia is of the opinion that there is a recognized public need for flood insurance and is positively interested in securing cov- erage under the federal flood insurance program; and WHEREAS, although by virtue of site plan laws, subdivi- sion laws, orders, motions, resolutions, studies, requests for federal aid, etc., flood plain management activities have been instituted, the City Council of the City of Fairfax, Virginia is nevertheless willing to take such other lawful official action as may be necessary to carry out the objectives of the National Flood Insurance Program; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRFAX, VIRGINIA: 1. That it will recognize and evaluate flood hazards in all actions relating to land use in the flood plain areas of the City of Fairfax, Virginia having special flood hazards. 2. That it will enact by June 30, 1970, and maintain in force for the areas hereinafter described, land use and con- trol measures with effective enforcement provisions consistent with the National Flood Insurance Program criteria. 3. That it will cooperate with neighboring jurisdictions with respect to adjoining drainage areas and flood plains in order to prevent the aggravation of the flooding problem. 4. That it hereby appoints the City Manager of the City of Fairfax, Virginia as the official of the city with the responsibility, authority and means to implement the commitment made herein. 5. That the City Manager is hereby authorized, and directed to immediately apply for insurance coverage for the hereinbelow described areas to the Federal Insurance Administra- tor, United Stated Department of Housing and Urban Development. 6. That Accotink Creek and its tributaries are the bodies of water causing the problem. 7. That the flood plain boundaries of the Accotink Creek area are more particularly shown on a map attached to and made a part of this resolution. 8. That the City Clerk hereby is authorized and directed to make available true copies of this resolution to be forwarded with any application for insurance coverage. Adopted: October 7, 1969.
