WHEREAS, the city of Fairfax, virginia, and the
School Board of the City of Fairfax are committed to a program
of quality public education for the citizens of the City; and
WHEREAS, the construction of a new senior high school
is imperative in furtherance of the city's program of quality
education; and,
WHEREAS, the city of Fairfax has agreed with Fairfax
County to build a new high school facility in furtherance of
the City-County agreement; and
WHEREAS, the voters of the city of Fairfax have over-
whelmingly approved, in a bond referendum, the borrowing of funds
to build the high school facility; and
WHEREAS, the city of Fairfax has acquired the neces-
sary land,, retained an architect, and has substantially completed
the necessary planning and drafting of working drawings for the
said senior high school facility; and
WHEREAS, the present public finance market conditions
and limitations of law preclude the city of Fairfax from issuing
its bonds to borrow the required funds to construct said high
school; and
WHEREAS, an educational crisis exists:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF FAIRFAX AND BY THE SCHOOL BOARD OF THE CITY OF
FAIRFAX that the duly elected senators and delegates to the General
Assembly of Virginia be, and they hereby are petitioned to take
all possible steps to promote and secure the adoption of the
required legislation which would permit the City of Fairfax to
issue its bonds and/or to borrow the required sums from or through
the Commonwealth of Virginia, or one of its agencies.
BE IT FURTHER RESOLVED that, in order to accomplish
the desired objective of this Resolution, the city of Fairfax
hold public hearings required by law, to consider removing the
existing six percent (6%) interest rate limitation on the borrow-
ing power of the city.
The foregoing Resolution was duly considered and adopted
by the city Council of the city of Fairfax on the seventh day of
October, 1969, and by the School Board of the city of Fairfax on
the sixth day of October, 1969.
