R-25-33 RESOLUTION TO APPROVE THE REQUEST OF BOARD OF SUPERVISORS OF FAIRFAX COUNTY, BY PROJECT MANAGER FAIRFAX COUNTY, FOR SPECIAL EXCEPTIONS TO THE CITY CODE TO: 1.A special exception of Zoning Ordinance Section 3.6.1.A to allow an increase lot coverage inthe RH district ( county owned parcel 172).2.A special exception of Zoning Ordinance Section 3.6.1.A to allow an increase maximumbuilding height in the RH district ( county owned parcel 172).3.A special exception of Zoning Ordinance Section 3.6.1.A to allow a modification for requiredyards in the RH district (county owned parcel 172).4.A special exception of Zoning Ordinance Section 4.2.3.E to reduce the amount of requiredparking spaces (county owned parcel 172).5.A special exception of Zoning Ordinance Section 4.6.7.A to allow an increase for public,civic, and institutional use si gns in a residential district (county owned parcel 172).6.A special exception of Zoning Ordinance section 3.6.1.A to allow an increase in buildingcoverage in the RH district (county owned parcel 172).7.A special exception of Zoning Ordinance section 4.5.6.A to allow a decrease of 10-year treecanopy requirements in the RH district with additional canopy to be provided on adjacent ornearby properties (county owned parcel 172).ON THE PROPERTY IDENTIFIED AS CITY OF FAIRFAX TAX MAP PARCEL 57-2-02-172. WHEREAS, Board of Supervisors of Fairfax County, by Project Manager Fairfax County, has submitted Application No. SE-24-00480 requesting Special Exceptions to the City Code as listed above; and WHEREAS, City Council has carefully considered the application, the recommendation from Staff, and testimony received at the public hearing; and WHEREAS, City Council has determined that the proposed Special Exceptions are appropriate because the proposal meets the requisites established by City of Fairfax Code Section 110-6.16 for the following reasons: 1.The proposal ensures the same general level of land use compatibility as the otherwiseapplicable standards;2.The proposal does not materially and adversely affect adjacent land uses and the physicalcharacter of uses in the immediate vicinity of the proposed development because ofinadequate transitioning, screening, setbacks and other land use considerations;3.The proposal is generally consistent with the purposes and intent of the city code and thecomprehensive plan;4.The proposal is based on the physical constraints and land use specifics, rather than oneconomic hardship of the applicant.NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax on this 14TH day of October, 2025, that Application No. SE-24-00480 be and hereby is APPROVED, as requested, with the following conditions: 1.DEVELOPMENT SHALL BE IN CONFORMANCE WITH THE SPECIAL USE PERMIT PLANSET.2.AN ADDITIONAL SIXTY-EIGHT (68) 2" CALIPER LARGE DECIDUOUS TREES AND/OR THEMANAGEMENT OF INVASIVE PLANT SPECIES, THE COMBINED TOTAL OF WHICH IS NOTTO EXCEED THE COST OF SIXTY-EIGHT (68) 2" CALIPER LARGE DECIDUOUS TREESSHALL BE PLANTED AND/OR PERFORMED OFFSITE IN A LOCATION DETERMINED BYTHE CITY'S URBAN FORESTER.3.THE PROPOSED BUILDING ADDITION TO THE STACY C. SHERWOOD COMMUNITYCENTER SHALL BE APPROVED AS AN OPTIONAL C011PONENT OF THE PROJECT.
