R-25-07 RESOLUTION ESTABLISHING THE SAFE STREETS FOR ALL PROJECT STEERING COMMITTEE WHEREAS, the City of Fairfax vision and goals seek to create safe mobility for pedestrians, cyclists, motorists, commercial vehicles, and transit through the city and region; and WHEREAS, the adopted Old Town Small Area Plan includes a recommendation to evaluate the feasibility of alternative circulation patterns; and WHEREAS, the adopted Comprehensive Master Plan recommends completion of a Pedestrian Master Plan, and funding for the development of this plan was allocated in the city's Capital Improvement Program; and WHEREAS, the City of Fairfax was awarded a federal Safe Streets for All grant to develop a citywide safety action plan and conduct an Old Town Fairfax circulation study; and WHEREAS, a safety action plan developed for the Safe Streets for All program must include a committee or similar planning structure to oversee the development, implementation, and monitoring of that plan; NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax, Virginia that the City Council establishes the Safe Streets for All Steering Committee and directs staff to request appointments from the proposed organizations and to put out a call for applications for resident representatives. Adopted: May 13, 2025 ATTEST: � 1ty Clerk Vote: Councilmember Amos Aye Councilmember Bates Aye Councilmember Hall Aye Councilmember Hardy-Chandler Aye Councilmember McQuillen Aye Councilmember Peterson Aye a� Mayor Safe Streets for All Steering Committee Composition and Process To be eligible for future implementation funding, the Safe Streets for All Safety Action Plan requires a committee, task force, implementation group, or similar body charged with oversight of the Action Plan development, implementation, and monitoring.1 Committee members will be asked to attend approximately 6 meetings throughout the course of the project and provide input on a range of topics including (but not limited to) priorities, community engagement, and proposed recommendations. The recommended committee size is 10-12 people-one each from the nine committees/organizations listed below, and two residents representing the Fairfax City community at-large. Below is the recommended composition of, and process to form, this task force for the City of Fairfax Safety Action Plan, Pedestrian Plan, and Old Town Fairfax Circulation Study. The following organizations will be asked to designate a representative: •City Council ( 1) •Planning Commission (1) •School Board (1) •Old Town Fairfax Business Association (1) •Public Safety (Police/Fire Department) (1) •Fairfax County Department of Transportation (1) •Virginia Department of Transportation (1) •Fairfax Families for Safe Streets (1) •Environmental Sustainability Committee (1) City staff will put out a call for applications for resident representatives with experience and an interest in transportation safety and multimodal mobility. •Fairfax City residents (2) Staff will review the applications and make recommendations to City Council, who will then make final appointments of the resident representatives at a future meeting. 1 https:/ /www.transportation.gov/ grants/ ss4a/ comprehensive-safetv-action-plans#nofo-table-1
