RESOLUTION CREATING THE HOUSING AND HEALTHY COMMUNITIES ADVISORY
BOARD FOR THE CITY OF FAIRFAX, VIRGINIA
WHEREAS, the City of Fairfax Mayor and City Council established a homelessness task force
by resolution (No. R-23-09) on February 14, 2023, aiming to foster community dialogue and
enhance understanding about addressing the impact of homelessness on induvial residents, as well
as the broader residential and business communities; and
WHEREAS, after more than a year of deliberations, the Homelessness Task Force has compiled
a report of 38 recommendations, ten (10) of which were noted as "high priority
recommendations", for the City of Fairfax City Council. These recommendations encompass
strategies on budget allocation, legislative priorities, and enhancing the current service level to
support policy development and programming related to homelessness; and
WHEREAS, City Staff presented the Homelessness Task Force recommendations to Mayor and
City Council at both a City Council Regular Meeting on June 25, 2024, and Work Session on July
9, 2024. Staff recommended that City Council establish a permanent Housing and Homelessness
Advisory Commission/Board — specifically, the Housing and Health Communities Advisory
Board (HHCAB); and
WHEREAS, the City Council realizes the need to establish the Housing and Healthy
Communities Advisory Board to advise and assist the City Council and City Staff on strategies,
policies, practices, programs, services, and budget allocations on housing, homelessness and
healthy communities.
NOW THEREFORE BE IT RESOLVED, BY THE CITY COUNCIL that:
1. The purpose of the Board is to advise and assist the City Council and City Staff on
strategies, policies, practices, programs, services, and budget allocations on housing,
homelessness and healthy communities. It shall serve in an advisory capacity to the City
Council on implementing City Council priorities as it relates to housing, homelessness and
healthy communities.
2. The Committee is charged with the following:
a. Serve a key role in the implementation and achievement of the City of Fairfax's
Affordable Housing and Homelessness Strategic Plan.
b. Provide recommendations on how the city should prioritize and operationalize the
Homelessness Task Force recommendations.
c. Provide the Mayor and City Council recommendations on overarching policies
and programs that support, promote and synthesize the City's efforts related to
increasing affordable housing options within the city, preserving existing
affordable housing units, creating new public -private partnerships, developing
resources to prevent and end homelessness, and strategies for addressing concerns
about security issues impacting residents and businesses.
d. Support and recommend approaches to increasing community support around
affordable housing development and homelessness prevention strategies.
e. Identify and engage community stakeholders in the work of the HHCAB. This
includes ensuring collaboration and coordination with the Fairfax -Falls Church
Continuum of Care Partnership and public, private, and nonprofit organizations
connected to the housing and homelessness continuum.
f. Ensure that all recommended actions directed by the HHCAB reflect an equitable
and inclusive approach.
g. Collaborate with staff representatives including the Housing Program Coordinator,
Police Department, Human Services, Parks & Rec, and others.
h. Annual Report: The Committee shall prepare and submit an annual report to the
City Council that includes, but is not limited to:
• Status update of the City Council priorities — including proposed
policies and programs that support HTF recommendations.
• Status update of the City's Affordable Housing and Homelessness
Strategic Plan.
• Coordination with stakeholders, to include but not limited to the City
of Fairfax Planning Commission, Fairfax County and other regional
boards and commissions.
• Summary of the Committee's actions and recommendations of the
previous year.

Annual Meeting with the City Council: Meet annually with the City Council to
present the annual report, an assessment of the state of the environment, and
recommendations and priorities.
The Housing and Healthy Communities Advisory Board will be made up of
seventeen (17) members appointed by the City of Fairfax City Council. Those
members will include:
i. Three (3) members represent the public at -large.
ii. One (1) member represents a faith -based organization in the City of
Fairfax.
iii. One (1) member represents a lending institution which finances residential
development in the City of Fairfax.
iv. One (1) member represents INOVA Health System.
v. One (1) member will be a residential builder or developer with extensive
experience in producing single-family detached and attached dwelling
units and multifamily dwelling units — preferably with affordable housing
development.
vi. One (1) member represents a qualified non-profit affordable housing
developer providing service in the City of Fairfax, if one exists.
vii. One (1) member represents qualified non-profit homeless advocacy
organizations in the City of Fairfax, if one exists.
viii. One (1) member represents qualified non-profit affordable housing
organizations, in the City of Fairfax, if one exists.
ix. One (1) member represents qualified non-profit mental health
organizations, in the City of Fairfax, if one exists.
x. One (1) member represents qualified non-profit substance use disorders
organizations, in the City of Fairfax, if one exists.
xi. One (1) member will be a real estate agent.
xii. One (1) member will be a program participant (affordable housing and/or
formerly homeless).
xiii. One (1) member represents a business in the Fairfax Circle Area
xiv. One (1) member represents George Mason University, Dept. of Public
Health
xv. One (1) member represents Fairfax City Public Schools
k. The Board chairperson and vice chairperson shall be elected annually by the
Board in June. The initial interim Chair will be appointed by the City Council.
1. The Board will meet monthly, except for August.
in. The Housing Programs Coordinator will provide support for the Committee.
