Resolution Confirming the City Manager's Authority to Sign Agreements between the City
and the Virginia Department of Transportation (VDOT) and the Department of Rail and
Public Transportation (DRPT) and Affirming Commitment to Fund the Local Share of the
City's Projects Under Agreement with the Virginia Department of Transportation
WHEREAS, the City receives funding from the Virginia Department of Transportation
(VDOT) and the Virginia Department of Rail and Public Transportation (DRPT)
for transportation improvements within the City; and
WHEREAS, VDOT and DRPT have Standard Project Administration Agreements that
establish the terms and conditions of the funding with local governments; and
WHEREAS, a Standard Project Administration Agreement is used for projects administered
through VDOT and DRPT including the Congestion Mitigation and Air Quality
(CMAQ) Program, Regional Surface Transportation (RSTP) Program, Revenue
Sharing, Smart Scale, Transportation Alternatives, Primary Extension Paving
Program, Highway Safety Improvement Program (HSIP), and DRPT capital and
operating assistance.
WHEREAS, a Standard Project Administration Agreement is used for projects administered
through DRPT including operating and capital project assistance for transit; and
WHEREAS, VDOT and DRPT require that each locality provide documentation of signatory
authority to execute these agreements;
WHEREAS, VDOT also requires each locality provide assurance of its commitment to fund its
local share;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax, Virginia that
the City Manager is hereby authorized to sign agreements and addenda for
approved projects between the City and the Virginia Department of
Transportation and the Virginia Department of Rail and Public Transportation;
and
BE IT FURTHER RESOLVED that the City of Fairfax commits to fund its local share of projects
under agreement with the VDOT and DRPT in accordance with the project
financial documents.
