MAYOR AND CITY COUNCIL POLICY REGARDING SALARY, BENEFITS, EQUIPMENT, AND
REIMBURSEMENTS
WHEREAS, the City Council desires to provide clear guidance as to City -provided benefits, equipment and
reimbursements provided to the Mayor and the members of the City Council in their elected capacity.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. Notwithstanding any action by any prior City Council to the contrary, the City Council hereby resolves
that
a. In the event the Mayor or a member of the City Council either (i) determines that he or she is
unable to accept all or any portion of his or her salary as an elected official of the City due to
employment considerations or for any other reason, or (ii) decides, for any reason, that he or she
does not wish to receive all or any portion of said salary, then, in each case, any unallocated
portion of such salary will be considered to be unspent budgeted funds and absorbed in the salary
vacancy account of the general fund.
b. Neither the Mayor nor the members of the City Council shall be eligible for any health insurance
benefit(s) that may be available to general employees of the City.
2. The Mayor and members of the City Council may participate in the City's Defined Contribution Plan with
ICMA through payroll deductions provided their contribution does not exceed the limits for defined
contribution participation.
The Mayor and members of the City Council shall be provided, an iPad, or similar device and a city cell
phone, keys to City Hall, and key card(s) under an umbrella City government service account. All
equipment shall remain the property of the City, shall not be duplicated, and shall be returned to the City
upon the City's request, or on or prior to the last day of the then -current term of the Mayor and the City
Council.
a. All mobile devices issued hereunder will contain security software and applications installed and
maintained by the City's Department of Information Technology, and no additional applications
may be installed without the prior permission of the City's Department of Information
Technology. Persons receiving and using such mobile devices shall cooperate fully with
directives and requests by the City relating to the use of the same.
b. All mobile devices issued hereunder must be stored in a secure manner so as to minimize the
risk of such devices being lost or stolen.
c. It is the responsibility of the user to report lost or stolen mobile devices to the City Clerk's Office
immediately. The individual shall be as specific as possible as to what was lost or stolen and
possible location.
d. Mobile devices issued hereunder are the property of the City and shall be used for legitimate
work, research, administrative, and/or public service purposes.
e. Occasional personal use of mobile devices issued hereunder is permitted. Use of services
provided by the City will be monitored and may be subject to FOIA requests or otherwise as
provided by law.
f. The use of mobile devices issued hereunder for campaign activities or matters is expressly
prohibited.
4. Newly elected Mayors and members of the City Council are encouraged to and shall be entitled to attend,
at a reasonable expense to the city, the Newly Elected Local Officials Institute offered by the Virginia
Municipal League.
5. Routine expenses incurred by the Mayor and the City Council in the performance of their official duties
throughout the Washington D.C. Metropolitan Area shall be reimbursable by the City upon request.
a. Mayor and Councilmembers are encouraged to utilize a city vehicle whenever possible.
