Resolution Endorsing a Three -Year Zero -Fare Pilot Program for CUE Bus and
Endorsing a CUE Bus Application to the Virginia Department of Rail and Public
Transportation's Transit Ridership Incentive Program.
WHEREAS, public transit is an effective means to support the City's sustainability goals
such as air quality improvements, energy conservation, reduced congestion,
reduced commuting costs, and increased access to jobs and local businesses;
and
WHEREAS, the City believes in supporting equitable access to these benefits; and
WHEREAS, CUE suspended fare collection in March, 2020; and
WHEREAS, the City performed a study of longer -term fare options to improve public
access to and usage of the City's CUE bus service; and
WHEREAS, the study concluded that a pilot zero -fare program would be a cost-effective
method to evaluate the impact of improved access to public transit; and
WHEREAS, the Transit Ridership Incentive Program through the Virginia Department of
Rail and Public Transportation offers funding to reduce the local costs of a
zero -fare pilot program; and
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Fairfax,
Virginia endorses and pledges to fund a three-year zero -fare pilot program for
the CUE bus system; and
BE IT FURTHER RESOLVED that the City Council of the City of Fairfax, Virginia endorses
CUE's DRPT TRIP application that would extend the zero -fare pilot program
to a period of four years and commits to fund its required local share of the
pilot program.
