R-21-03RESOLUTION NO. R-21-03 FURTHERANCE OF JOINT CITY/COUNTY REDEVELOPMENT OF THE WILLARD CENTER AND THE SHERWOOD COMMUNITY CENTER COMPLEX WHEREAS, the City of Fairfax, Virginia (the "Cif') and Fairfax County, Virginia (the "Coun ") in 2017 commenced an examination of, and have diligently continued to investigate, the feasibility of a joint redevelopment (the "Project") of the Joseph Willard Health Center owned by the County and located at 3750 Old Lee Highway within the City (the "Willard Center") and portions of the adjacent City Sherwood Community Center Complex (the "City Complex"); and WHEREAS, the City and the County have entered into two Letters of Agreement regarding the Project, dated August 17, 2017 and January 28, 2019, which among other tasks, included the preparation of an expanded feasibility study undertaken by Lemay Erickson Willcox Architects ("LEWA Study"); and WHEREAS, the LEWA Study analyzed both the City's and the County's anticipated needs for the programs and services at the respective sites and developed a master plan study for the Project, which has been discussed between City and County staffs; and WHEREAS, the City Council for the City and the Board of Supervisors for the County have at various times discussed the Project concept and have expressed, most recently at a joint City/County lnterjurisdictional meeting on December 17, 2020, their desire to proceed with the Project's next steps as generally understood by the parties. NOW, THEREFORE, BE IT RESOLVED, by the City Council that it endorses the informal Project concept as generally described in the master plan developed as part of the LEWA Study and appreciates the County's expressed interest to do the same. IT IS FURTHER RESOLVED, that the City Council reaffirms its commitment, on behalf of the City, to continue to work with the County to finalize the Project scope and, subject to additional required approvals by both parties, to undertake the Project. IT IS FINALLY RESOLVED, that the City Council directs City staff to work with County staff and other necessary parties to accomplish the following tasks, and any others that may be reasonable or needed in moving the Project forward, as expeditiously as practicable: 1. Designation of key City and County staff, and necessary consultants and advisors, to the Project team and identification of lead contacts for the respective parties. 2. Commencing the process for inclusion of the Project in the City's Capital Improvement Program in Proposed FY22-26 Capital Budgets. The County has included the project in its current Capital Improvement Program. 3. Updating the scope of work, budget(s) and timeline for completion of the Project, based on the preliminary Concept and Development Study. 4. Identifying appropriate funding needed to accomplish the above tasks and developing an outline of needed documentation required to implement the final Project plan. 5. Drafting and finalizing any documentation needed to proceed with the Project to include a joint development agreement or equivalent -- as agreed upon between the parties.
