Resolution Approving the City's Submission to the Northern Virginia Transportation
Authority (NVTA) for FY 18-23 NVTA 70% Funding
WHEREAS, the NVTA has requested that its member jurisdictions identify proposed
projects for the 70 percent regional revenues for the NVTA's first Six Year Program for FY
18-23; and
WHEREAS, HB2313 requires that 30 percent of the revenues received by the Authority be
distributed to its member localities on a pro rata basis, with each locality's share being the
total of fee and taxes received by the Authority that are generated or attributable to the
locality. The remaining 70 percent of the revenues received by the Authority plus other funds
as provided by the law, shall be used by the Authority to fund "(i) transportation projects
selected by the Authority that are contained in the regional transportation plan and that have
been rated in accordance with § 33.1-13.03:1 of the Code of Virginia; or (ii) mass transit
capital projects that increase capacity"; and
WHEREAS, The NVTA must give priority to selecting projects that are expected to provide
the greatest congestion reduction relative to the cost of the project; and
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax,
Virginia that the City Council hereby approves the submission to the Northern Virginia
Transportation Authority the request for funding of the following projects in the following
priority order:
1. Jermantown Road Widening: $26.2M (CN FY 22) TransAction Project
Information: Jermantown Road Multimodal Improvements, Corridor 6,
Corridor Segment 6-2, Project ID 136 (page 14).
2. Eaton Place/Chain Bridge Road Intersection Improvements: $10.75M
(FY 21 CN) TransAction Project Information: Route 123 Multimodal
Improvements, Corridor 6, Corridor Segment 6-2, Project ID 137
(page 14). Also falls into Project ID 140 (page 14).
3. Old Lee Highway Multimodal Improvements Phase 1: $5M (CN FY
22) TransAction Project Information: Old Lee Highway Multimodal
Improvements, Corridor 6, Corridor Segment 6-2, Project ID 138
(page 14).
4. Roadway Network in Northfax West: $2.3M (FY 20) TransAction
Project Information: Northfax Network Improvements, Corridor 6,
Corridor Segment 6-2, TransAction Project ID 140 (page 14).
5. Bike Share Implementation: $1.5 M (FY 20) TransAction Project
Information: Fairfax Citywide Pedestrian/Bicycle Access Fairfax
Citywide Pedestrian/Bicycle Access, Corridor 6, Corridor Segment 6-2,
TransAction Project ID 139 (page 14).
6. George Snyder Trail Completion: $13.6M (FY 22) TransAction Project
