POLICY ON USE OF CITY -OWNED TECHNOLOGY
BY MAYOR AND CITY COUNCIL
WHEREAS, mobile technology is essential to the effectiveness and efficiency of City
operations and allows the Mayor and the City Council to remain connected to each other,
citizens and City staff; and
WHEREAS, mobile devices (phones and tablets and similar devices) are easily lost or
stolen or may otherwise be compromised, presenting a high risk for unauthorized access and
introduction of malicious software to the City's network; and
WHEREAS, due to the nature of mobile devices, security and vulnerability policies
must be set forth as each use of a mobile device is potentially a security risk to the City, and
therefore the careful application of administrative procedures must be applied to protect all
data, business processes and operations.
NOW, THEREFORE, BE IT RESOLVED that:
1. The Mayor and each member of the City Council, upon their assuming office, shall
be offered a City -owned iPad to be used for City business.
2. The Mayor and each member of the City Council, upon their assuming office, shall
be offered a City -owned cell phone to be used for City business.
3. Any iPads and cell phones provided above shall be furnished under an umbrella
City government service account.
4. Use of such City -provided mobile devices shall be in strict conformance with the
following:
a. All mobile devices issued hereunder will contain security software and
applications installed and maintained by the City's Department of Information
Technology, and no additional applications may be installed without the prior
permission of the City's Department of Information Technology. Persons
receiving and using such -mobile devices shall cooperate fully with directives
and requests by the City relating to the use of the same.
b. All mobile devices issued hereunder must be stored in a secure manner so as to
minimize the risk of such devices being lost or stolen.
c. It is the responsibility of the user to report lost or stolen mobile devices to the
City Clerk's Office immediately. The individual shall be as specific as
possible as to what was lost or stolen and possible location.
d. Mobile devices issued hereunder are the property of the City and shall be used
for legitimate work, research, administrative, and/or public service purposes.
e. Occasional personal use of mobile devices issued hereunder is permitted. Use
of services provided by the City will be monitored and may be subject to FOIA
requests or otherwise as provided by law.
f. The use of mobile devices issued hereunder for campaign activities or matters
is expressly prohibited.
