RESOLUTION TO APPROVE THE REQUEST OF SIENA CORPORATION, BY
ANDREW PAINTER, AGENT, FOR SPECIAL EXCEPTIONS TO CITY CODE TO:
1. Reduce the number of parking spaces as required by section 110-155;
2. Modify the landscape screening requirements of section 110-258; and
to deny the request of Siena Corporation, by Andrew Painter, Agent, for special exceptions to
City Code to:
1. Allow building mounted signage area in excess of 100 square feet as permitted by
section 110-181.
on the premises known as 3180 Draper Drive, and more particularly described as tax map
parcel 48-3-10-021.
WHEREAS, Siena Corporation, by Andrew Painter, agent, has submitted Application
No. SE -15060108 requesting Special Exceptions to the City Code as listed above; and
WHEREAS, City Council has carefully considered the application, the
recommendation from Staff, the recommendation from the Planning Commission, and
testimony received at the public hearing; and
WHEREAS, City Council has determined that the proposed Special Exceptions are
appropriate because the proposal meets the requisites established by City of Fairfax Code
Sections 110-704 (7) and 110-263 for the following reasons:
1) The requests have been designed in a manner which will complement the
character of the surrounding neighborhood with respect to building size, scale,
placement, design and use of materials;
2) The proposed design, material, texture, color, lighting, landscaping, dimension,
line, mass, roof line and height of the proposed structure or improvements will
harmonize with the surrounding buildings and area
3) The orientation and location of the proposed structure or improvement, and its
relationship to open spaces and topography, will be harmonious with the
surrounding buildings and area.
4) The design of the proposed structures and site would PROVIDE for the safe
and efficient movement of pedestrian and vehicular traffic.
5) The requests will not result in increased traffic congestion or otherwise
negatively impact existing traffic flow or pedestrian and vehicular safety.
6) The requests will not be contrary to the objectives specified in the
comprehensive plan.
7) The relief is necessary to permit reasonable use of the subject property.
8) The requests will not adversely impact adjacent property or the surrounding
area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Fairfax on this 8TH day of December, 2015, that Application No. SE -15060108 be and hereby
is APPROVED, as requested, with the following conditions.
1. Development of the subject site shall be in substantial conformance with the attached
plans dated June 5, 2015, revised through November 22, 2015, as may be modified by
the City Council.
2. A 5 foot wide sidewalk shall be constructed between the Draper Drive sidewalk and
the office entrance. This may result in modifications to the landscaping but shall not
result in a decrease in the number of trees or shrubs proposed in the SUP/SE plans.
3. No more than 1,000 individual storage units shall be permitted on the site unless
authorized by the Zoning Administrator subject to a parking study submitted by the
applicant demonstrating that the additional units can be appropriately accommodated
by the parking spaces provided on the site. No greater than a 10% increase in the
number of units may be authorized by the Zoning Administrator and no additional floor
area may be dedicated to the additional storage units.
