OLD TOWN SQUARE LEGACY FOR FAIRFAX POLICY
WHEREAS, the City continues to seek alternative methods for funding purchases of
equipment and supplies, operations of facilities and services, maintenance and staffing of its
facilities, parks, and services; and
WHEREAS, the property at 10415 North Street was purchased in 2004 and used as a public
gravel parking lot; and
WHEREAS, the City Council solicited unprecedented input on the design and makeup of a
downtown park since 2011; and
WHEREAS, the City will preserve the legacy of Kitty Pozer and the garden she donated with
designated space in the park and signage; and
WHEREAS, on September 9, 2014 the City Council officially named the park Old Town
Square; and
WHEREAS, in an effort to continue the successful Legacy for Fairfax program adopted in
2009, the program will be extended to Old Town Square; and
WHEREAS, donations will be used to fund the purchase of specific items or areas designated
by the donation, to fund capital improvements or the purchase of equipment for Old Town
Square; and
WHEREAS, these donations will provide a unique and memorable way to recognize a donor
or loved one and leave a legacy while contributing to the enhancement of our community and
the park; and
WHEREAS, the donation amounts may be established and adjusted by the City based on
purchase costs, maintenance, use, and eventual replacement of equipment.
NOW, THEREFORE, BE IT RESOLVED that the attached Appendix A be included in the
amended Legacy for Fairfax Program that establishes policy and guidelines for donations
effective immediately;
BE IT FURTHER RESOLVED that the administration of the policy will be directed by the
City of Fairfax Department of Parks and Recreation.
