Old Town Square Park
WHEREAS, parks are vitally important to establishing and maintain the quality of life in our
community, ensuring the health of all citizens, and contributing to the economic and
environmental well-being of the city; and
WHEREAS, in November 2000, city voters were asked to respond to an advisory referendum
on the ballot to allow the City to dedicate funds to the purchase open space and park land in
the City; and
WHEREAS, in 2001 the City established the Open Space Citizens' Advisory Committee;
and
WHEREAS, at the recommendation of Open Space Citizen's Advisory Committee,the City
purchased 0.37 acres of land in July of 2005 next to Old Town Hall at 3999 University Drive
formally known as the Weight Watchers building site for future park land; and
WHEREAS,the City has desired to expand and improve the access to Kitty Pozer Garden
located in the center of the property; and
WHEREAS, a new park will provide opportunities for the public to enjoy year round
recreation, arts, and historic activities, events, concerts, and the outdoors; and
WHEREAS,this park can be a catalyst for a vibrant and robust downtown attracting new
visitors and tourist to the businesses in the downtown; and
WHEREAS,the Parks and Recreation Advisory Board, Commission on the Arts, Community
Appearance Committee, Historic Fairfax City, Inc. and Economic Development Authority
have unanimously recommended that this park be named "Old Town Square"; and
WHEREAS,the park has a unique opportunity to commemorate the origins of the Kitty
Pozer Garden and educate the public through interpretive signage about the history of our
great city and the role the Ratcliffe family played in the establishment of Old Town Hall and
the surrounding plot of land; and
WHEREAS,the park site will be uniquely linked with the City owned property, Old Town
Hall for City events and users of Old Town Hall.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fairfax
agree that the park property at 10415 North Street at the corner of University Drive and North
Street and extending east to Old Lee Highway and south to Old Town Hall be known as"Old
Town Square".
