A RESOLUTION APPROVING THE
RULES AND REGULATION OF ATHLETIC FACILITIES
WHEREAS, the current Rules and Regulations Governing Athletic Facilities were adopted
on January 17, 1989 and have not been revised for 25 years; and
WHEREAS, the current athletic facility policies are not aligned with how the Parks and
Recreation Department operates within their current structure; and
WHEREAS, on October 16, 2013, the Parks and Recreation Advisory Board approved the
amendments to the Rules and Regulations Governing Athletic Facilities as recommended by
staff and the City's primary partners — Fairfax Little League (FLL) and Fairfax Police Youth
Club (FPYC), to include:
• Change in title
• Formatting of document
• Keeping the rules and regulations in line with our current Park Rules,
MOU's with FLL and FPYC
• Removed grandfather clause and replaced with the process for prioritizing
assignments
• Added additional procedures such as synthetic turf fields use
• Added that applicants must be either City of Fairfax or Fairfax County
residents
• Added sections on standards of users to ensure fair play and sportsmanship
• Updated the priority usage groups
• Created different sections and moved data to appropriate sections
NOW, THEREFORE, BE IT RESOLVED that the City Council approves and adopts the
attached Rules and Regulations of Athletic Facilities effective immediately;
BE IT FURTHER RESOLVED that the administration of the policy will be directed by the
City of Fairfax Department of Parks and Recreation.
