THE CITY COUNCIL HAS AMENDED THE MOTOR VEHICLE LICENSE TAX ORDINANCE
TO PROVIDE FOR THE ISSUANCE OF PLASTIC WINDSHIELD STICKERS INSTEAD OF
METAL TAGS . THESE WILL GO ON SALE ON MONDAY, MARCH 15, 1965 AND MUST BE
DISPLAYED ON VEHICLES AFTER MIDNIGHT OF APRIL 15, 1965 .
THE ENCLOSED APPLICATION IS SENT ONLY TO THOSE WHO HAVE PAID ALL
PERSONAL PROPERTY TAXES TO DATE. PLEASE FILL IN THE DESCRIPTION OF VEHICLE,
RETURN WITH CHECK OR MONEY ORDER PAYABLE TO THE CITY OF FAIRFAX IN THE
AMOUNT OF $10.00 FOR EACH STICKER REQUIRED. AND THE STICKER(S) WILL BE
MAILED TO YOU PROMPTLY . WE PREFER TO MAIL AS MANY AS POSSIBLE TO AVOID
YOUR HAVING TO WAIT IN LINE AND THE EMPLOYMENT OF EXTRA CASHIERS . EVERY

LICENSE TAX ORDINANCE
FOR MOTOR VEHICLES, TRAILERS
AND SEMI-TRAILERS
The City Council of the City of Fairfax, Virginia hereby ordains
that the Motor Vehicle License Tax Ordinance, as amended, contained
in the City Code is hereby amended and reenacted to read as follows:
SECTION 1. The title of this Ordinance shall be License Tax Ordi-
nance for Motor Vehicles, Trailers and Semi-Trailers.
SECTION 2. There is hereby imposed by the City Council of the City
of Fairfax a license tax upon all motor vehicles, trailers and
semi-trailers owned or regularly used by persons residing within
the city limits which are used upon the streets or highways of the
city, and upon motor vehicles, trailers and semi-trailers owned by
non-residents of the city when used in the conduct of any business
or occupation within the city.
SECTION 3. On each and every motor vehicle, trailer and semi-
trailer subject to this ordinance, there shall be a tax of $10 .00
per annum. One-half of said annual tax shall be collected if a
license sticker, as hereinafter required, is issued between October
1 and January 15 of the license year, and one-third of such fee
shall be collected if the license sticker is issued after January
15 of the license year.
SECTION 4. The license year under the terms of this ordinance
shall commence on the first day of April and shall expire on the
31st day of March of the following calendar year. Stickers for the
new license year shall go on sale on March 15 and vehicles subject

to this ordinance being taxed for the first time on or after that
date shall be taxed only for the new license year.
SECTION 5. All persons upon whose vehicles a tax is imposed by this
ordinance are hereby required to apply to the City Treasurer for a
sticker on a form provided by him. The license tax herein provided
shall be paid to the City Treasurer and the sticker thereupon
issued for the licensed vehicle. Where applicable to a motor
vehicle, the sticker shall be displayed in the right lower corner of
the windshield thereof and to the right of the State inspection
sticker. Where applicable to any other vehicle subject to this
ordinance, the sticker shall be displayed in a prominent place and
may be appropriately protected by a transparent material.
SECTION 6. All taxes collected under this ordinance shall be de-
posited to the account of the General Fund of the City of Fairfax.
SECTION 7 . The tax imposed by this ordinance shall not apply:
(1) When a similar tax or license fee is imposed by the county,
city or town of which the owner is a resident;
(2) When the motor vehicle, trailer or semi-trailer is owned
by a non-resident of the City of Fairfax and is used exclusively for
pleasure or personal transportation and not for hire or for the con-
duct of any business or occupation other than that set forth in para-
graph (3) of this subsection;

(3) When the motor vehicle, trailer or semi-trailer is owned
by a non-resident and is used for transporting into and within the
City of Fairfax, for sale in person or by his employees of wood',
mooats, poultry, fruits, flowers, vegetables, milk, butter, cream or
cogs produced or grown by him, and not purchased by him for sale;
(4) When the motor vehicle, trailer or semi-trailer is owned
by an officer or employee of the State of Virginia who is a non-
resident of the City of Fairfax and who uses the vehicle in the
performance of his duties for the Commonwealth under an agreement
for such use;
(5) When the motor vehicle, trailer or semi-trailer is owned
by the Commonwealth of Virginia, or any political subdivision there-
of, or owned by the United States Government;
(6) When the motor vehicle is owned or used by common
carriers for transportation of paying passengers;
(7) When the motor vehicle, trailer or semi-trailer is held
or used by a dealer or manufacturer for sale or for sale demonstra-
tion;
(8) To tractors of the tread type, road rollers and road
machinery used for highway purposes, traction engines, locomotives,
and electric railroad vehicles;
(9) To members of the Armed Forces of the United States whose
vehicles are in their names only and who are operating their
vehicles under the license of the State where legal residence is
claimed. Such persons must register with the City Treasurer and

obtain an exemption therefrom, and they shall be issued a special
sticker;
(10) To motor vehicles, trailers or semi-trailers owned and
used by accredited consular or diplomatic officers of foreign
governments.
SECTION 8. The City Council may authorize, on terms imposed by it,
the sale of a special vehicle license to members of Fire Departments
who reside within the City of Fairfax.
SECTION 9. Any person owning or operating a vehicle subject to this
ordinance and who shall fail to license the same or to display the
sticker as required shall be guilty of a misdemeanor and upon con-
viction shall be punished as hereinafter provided.
SECTION 10. Any person who shall unlawfully take, remove, steal,
transfer, or destroy a sticker issued pursuant to this ordinance
shall be guilty of a misdemeanor and upon conviction shall be
punished as hereinafter provided.
SECTION 11. Any person who violates any of the provisions of this
ordinance shall be guilty of a misdemeanor and upon conviction
thereof shall be punished by a fine of not less than $5 .00 nor more
than $300.00, or by imprisonment in jail not to exceed thirty days,

SECTION 21
CHAPTER 2, OPERATION OF VEHICLES
AMEND SECTION 21 TO READ AS FOLLOWS:
SECTION 21. Parking prohibited in specified places.
(a) No person shall park a vehicle, except when necessary to
avoid conflict with other traffic or in compliance with the direc-
tions of a police officer or traffic-control device, in any of the
following places:
1. On a sidewalk;
2. In front of a public or private driveway;
3 . Within an intersection;
4. Within fifteen feet of a fire hydrant;
5. On a crosswalk;
6. Within twenty feet of a crosswalk at an intersection;
provided, however, that where there is no crosswalk at an inter-
section, no person shall so park a vehicle within twenty feet from
the intersection of curb lines or, if none, then within fifteen
feet of the intersection of property lines;
7. Within thirty feet upon the approach to any flashing
beacon, stop sign or traffic-control signal located at the side of
a roadway;
8. Between a safety zone and the adjacent curb or within
thirty feet of points on the curb immediately opposite the ends of
a safety zone, unless a different length is indicated by official
signs or markings;
9. Within fifty feet of the nearest rail of a railroad grade
crossing;
10. Within fifteen feet of the driveway entrance to any fire
station and on the side of a street opposite the entrance to any
fire station within seventy-five feet of the entrance when properly
signposted;
11. Alongside or opposite any street excavation or obstruction
when such parking would obstruct traffic;
12. On the roadway side of any vehicle parked at the edge or
curb of a street;
13 . Upon any bridge or other elevated structure upon a street
or highway or within a tunnel;
14. At any place where official signs prohibit parking.
SECTION 22 .
No persons shall park a vehicle on any roadway for more than✓
72 consecutive hours.
