Cost of fire protection should be determined by City assuming

The Fairfax Volunteer Fire Department (No.3) is responsible for
fire protection over a forty square mile area, six square miles of which
are located within the City of Fairfax. It therefore appears that the
most equitable approach is to base the CitY's share of the local departments '
cost on the percentage of calls made within the City during the past year.
(Approximately 66%) .
