RESOLUTION
WHEREAS, the citizens of Northern Virginia have in the past
been grossly under represented in proportion to population in the
House of Delegates and the Senate of the Commonwealth of Virginia;
and
WHEREAS, a group of public spirited citizens of Northern
Virginia have banded together without regard to partisan party
affiliation in an effort to right a long-standing wrong; and
WHEREAS, the Virginia Committee for Fair Representation, led
by Harrison Mann, Kathryn Stone, John A. K. Donovan and John Webb,
unselfishly gave of their time and effort on behalf of all citizens
of the Tenth District of Virginia when they fearlessly and courag-
eously instituted legal proceedings successfully culminating in the
historic principle of One Vote - One Man; and
WHEREAS, Mr. Edmund D. Campbell and Mr. Edgar Prichard success-
fully pursued litigation to the Supreme Court of the United States,
unhesitatingly giving of their time and talents for the cause of
fair representation;
NOW, THEREFORE, BE IT RESOLVED: That the City of Fairfax
through its City Council, representing the citizens of the City of
Fairfax, does hereby express appreciation and gratitude to Harrison
Mann, Kathryn Stone, John A. K. Donovan, John Webb, Edmund D. Camp-
bell and Edgar Prichard and all members of the Virginia Committee
for Fair Representation who have so long and arduously labored on
behalf of each and every citizen of the City of Fairfax.
