RESOLUTION
WHEREAS, by amendment to the City Charter, the City was
authorized by the General Assembly of Virginia to assess and reassess
real estate on an annual basis for taxation; and
WHEREAS, the City Council did, on January 5, 1965, enact an
ordinance to provide for the immediate assessment and reassessment of
all taxable real estate within the City; and
WHEREAS, it is deemed necessary and proper to employ a
qualified real estate appraiser to render fair market appraisals of all such
taxable real estate; and
WHEREAS, the City Council, on the recommendation of the City
Manager, has determined that Thomas Reed is a real estate appraiser
qualified to make the required appraisals and has agreed to execute a
contract with the City for said appraisals, a copy of which is attached
hereto and incorporated herein by reference;
NOW, THEREFORE, BE IT RESOLVED that the City Manager be
and he hereby is authorized to execute on behalf of the City, the aforesaid
contract and to bind the City to the obligations, terms and conditions
contained therein.

"Department of Assessments" , and is considering the adoption later of
a formal ordinance creating such a department; and
WHEREAS, it is deemed necessary and proper to employ a competent
real estate appraiser to render fair market appraisals of all such
taxable real estate; and
WHEREAS, the City Council, on the recommendation of the City Manager,
has determined that Thomas Reed is a real estate appraiser competent to
make the required appraisals and has agreed to execute a contract with
the City for said appraisals, a copy of which is attached hereto and
incorporated herein by reference;
NOW, THEREFORE, BE IT RESOLVED that the City Manager be and he hereby
is authorized to execute on behalf of the City, the aforesaid contract
and to bind the City to the obligations, terms and conditions contained
therein.

AGREEMENT
THIS AGREEMENT made this T'day of j4/tlR.2 Y ,
1965, by and between the CITY OF FAIRFAX, VIRGINIA, a body corporate,
hereinafter called the "City", and THOMAS E. REED, Appraiser, hereinafter
called the "Appraiser";
WHEREAS under the authority of its Charter, the City of Fairfax
elects to perform a complete reassessment of all real property within the
City; and
WHEREAS it is the desire of the City to complete this reassessment
during the calendar year 1965--the assessments so derived to become
effective for tax purposes on January 1, 1966; and
WHEREAS it is the desire of the City to have appraisals made by a
qualified real estate appraiser of all real estate parcels within the City; and
WHEREAS the Appraiser has submitted his qualifications to the City,
which have been accepted; and
WHEREAS the Appraiser is desirous of performing this work for
the City for an agreed fee;
NOW, THEREFORE, for and in consideration of the sum of One
Dollar, paid by the City to the Appraiser, the receipt of which is hereby
acknowledged, and for the mutual benefits to be derived hereunder and the
covenants contained herein, and for other valuable consideration, the parties
covenant and agree as follows:
A. Work To Be Done
The Appraiser shall undertake a study of the real estate values in
the City and shall prepare and deliver to the City all of the information
developed in conjunction therewith, including a written report of the appraised
values of all real estate parcels in the City and shall:
1. Prepare assessment cards and maps and gather and record
market data, real estate sales data and rental information

applicable to the City.
2. Employ the standard of fair market value in all appraisals.
3. Perform the necessary field work to assure a competent and
realistic appraisal of all real estate parcels in the City,
including improvements thereon.
4. Review appraisals and hear and consider complaints of property
owners aggrieved by the appraised values reported by the
Appraiser. Appear in defense of said appraisals before such
appellate body as may be established by the City for the
purpose of considering the complaints of aggrieved property
owners or before a court of competent jurisdiction until such
time as the appraisals are declared valid for real estate taxing
purposes by the City.
5. Employ such additional appraisal services as may be necessary to
complete the reassessment within the allotted time. The
qualifications of such additional appraisers or appraisal services
to be subject to the approval of the City.
The City shall furnish such clerical assistance as may be necessary
to maintain the records of the Appraiser, and shall furnish all land records,
current assessment information, tax maps and related information currently
available to the City and will provide sufficient space within the City Hall to
accommodate such records and personnel considered necessary to the proper
performance of the work.
B. Remuneration
1. The City shall pay the Appraiser for the performance of this
contract a total of Twenty-seven Thousand Dollars ($27, 000. 00). Remuneration
shall be made in equal monthly payments of Twenty-two Hundred Fifty Dollars
($2250. 00), the first such payment to be made on January 31, 1965 with equal

payments to be made at the end of each successive month until the sum of
Twenty Thousand Two Hundred Fifty Dollars ($20, 250. 00) has been paid.
At such time as the work has been completed to the satisfaction of the City,
the balance of Six Thousand Seven Hundred Fifty Dollars ($6, 750. 00) shall
be paid to the Appraiser.
2. In the event of the death or incapacity of the Appraiser before
completion of the work required hereunder, the City shall have the right to
terminate any further obligation on its part hereunder and shall only be liable
for payments due in the month of said death or incapacity.
C. Time of Completion
1. The Appraiser agrees to begin performance hereunder promptly
upon the execution of this contract and shall deliver to the City the written
appraisal of each parcel at the time such appraisal is completed and shall
guarantee delivery to the City not later than August 31, 1965 of the complete
appraisals of all the real estate parcels existing in the City as of the date of
this contract.
2. If, in the opinion of the City, the progress of work done hereunder
does not indicate the probability of completion by August 31, 1965, then the
City shall have the right to require the immediate hiring of additional
qualified assistants by the Appraiser and at the expense of the Appraiser in
order to insure completion by August 31, 1965, it being the understanding of
the parties that time is of the essence in the performance of this contract.
