RESOLUTION
WHEREAS, the 1964 Acts of the General Assembly of the
Commonwealth of Virginia provide for a Program of Technical
Education in the State; and
WHEREAS, said Acts of Assembly provide for the contribution
of funds by various agencies and political jurisdictions in
support of such a Program; and
WHEREAS, the establishment of a Technical College in the
Northern Virginia Region is considered necessary;
NOW, THEREFORE, BE IT RESOLVED that the City Council of -
the City of Fairfax agrees to join with the other jurisdictions
of Northern Virginia in supporting a technical college for the
region and intends to appropriate temporary funds on a pro-rata
basis for the City' s fair share of immediate expenses, and upon
final approval of such a project by all parties thereto, will
submit to referendum a request for approval of the sale of bonds
to provide the City' s fair share of the necessary funds for this
purpose.

RESOLUTION
WHEREAS, this Council, pursuant to action heretofore taken,
applied to the Virginia Board of Technical Education and, the Depart-
ment of Technical Education for establishment of a technical college
in the Northern Virginia area, which application contained an agree-
ment that, upon approval, this Board would join with other Northern
Virginia counties and cities (Arlington, Fairfax, Prince William
and Loudoun Counties and the Cities of Alexandria, Falls Church and
Fairfax) to provide suitable buildings, including shop, laboratory
and classroom space, meeting the standards prescribed by the State
Board of Technical Education; and
WHEREAS, the said Virginia State Board of Technical Education
at a meeting on February 3, 1965, approved the preliminary applica-
tion of said political subdivisions for a technical college in the
Northern Virginia area, provided, however, that temporary structures
would be used only until September, 1957 ; and
WHEREAS, this Council joined with the other aforesaid political
subdivisions in appointing a local board known as the Board of
Trustees of the Northern Virginia Technical College and indicated
its intention to appropriate such sums as would be necessary to pay
its share of the cost of land and buildings and the maintenance
thereof and that portion of the cost of operation not borne by the
said State Board ; and
WHEREAS, the said Board of Trustees of the Northern Virginia
Technical College, through its Chairman, Barnard Joy, has requested
the governing bodies of the participating political subdivisions to
adopt this resolution permitting this Council, to the extent it is
legally able to do so, to assure funds for a permanent site and
permanent buildings to be available prior to September, 1967, and to
authorize said. Board of Trustees to expend the sums appropriated to it;

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Fairfax hereby accepts the requirement of the Virginia
State Board of Technical Education that temporary quarters for
such college would be supplanted by an adequate site and permanent
' buildings approved by the said State Board of Technical Education
prior to September, 1967 ; and it hereby declares that, to the ex-
tent that in its judgment it may financially afford, it will con-
tribute its fair share of funds necessary for the purposes of said
Northern Virginia Technical College.
BE IT FURTHER RESOLVED; that this Council recognizes the Board
of Trustees of the Northern Virginia Technical College (presently
composed of Barnard Joy, T. Marcus Gillespie, Merton S. Parsons,
Howard L. Futch, Robert W. Grow, Irving Herman, William P. Ladson,
Charles Monroe, and R. B. Hicks) as the official board to administer
the affairs of the aforesaid. Northern Virginia Technical College
and does hereby authorize said board to expend appropriations made
by this Board to said Board of Trustees of the Northern Virginia
Technical College for the purposes and in accordance with the
policies, procedures and regulations of the Virginia State Board
of Technical Education and the Department of Technical Education.
BE IT FURTHER RESOLVED, that the sum of $600.00 is hereby
appropriated to said Board of Trustees of the Northern Virginia
Technical College from contingency funds in the 1964-65 budget, be
forthwith paid to the Trustees aforesaid.
