POLICIES AND PROCEDURES REGARDING THE FILLING OF VACANCIES ON
BOARDS AND COlVllVlISSIONS
'W"HEREAS~ the City Council desires tOo provide policies and procedures for the filling
of vacancies on boards and commissions; and
V\THEREAS, by this resolution, the Council is adopting the herei1:1after described
policies and procedures;
NOV\T, THEREFORE, BE IT RESOLVED that the City Council of the City of Fairfax,
Virginia, hereby adopts the follovving policies and procedures for the filling of vacancies on
boards and commissions:
I. Unless otheTV\Tise required by lavv arld vvith the exception.. of the appointment of the
l\Ilayor and/or Council members to the Community-University Coordinating Council
and to the Retirement Plan Administrative committee, all City Council members
and/or the lVlayor vvho are appointed to City boards and commissions shall serve as ex-
officio non-voting members thereof.
2. The term of each mayoral and council representative on boards and commissions shall
not exceed the term that such member se:rv'"es as "M."ayor or on the City Council,
respectively.
3. All members ofhoards and commissions vvho represent o,ther boards and commissions
vvill serve thereon as voting members.
4. ~ith the exception of persons serving o,n techn..ical committees, perso,ns serving as
liaison members, persons serving as task force members or persons serving on
regional boards, no person shall serve on more than one board or commission. If a
person serves on a hoard or commission as a judicial appointee, then such person vvill
not be eligible to be appointed to a City board; provided, hovvever, that current judicial
appointees may be reappointed to the boards and commissions on vvhich they serve.
5. The City Clerk shall notify the lVlayor and the City Council of all openings on boards
and commissions in the last 120 days prior to the expiration of each appointee"s term.
The City Council vvill discuss openings at least 90 days prior to the expiration of the
term. The City Council vvill notify the City l\.1:anager vvhich positions should be
advertised. For positions, vvhich are to be advertised., the City ~anager vvill be
directed to advertise these positions tvvice in the Ciryscene and on the Cityscreen-12.
The advertisement V\Till note if the incumbent vvishes to be reappointed.
6. All listings of boards and commissions openings in the Ciryscene and on the
Cityscreen-12 vvill carry a brief synopsis of the function of each board and
commission. All letters of interest vvill be acknovvledged. Information related to the
board or commission vvill be sent to each candidate for appointment.
7. The City Clerk vvill provide a summary sheet on each application received for each
board and commission vacancy. The summary sheet vvill include the name, address,
voter registration and any special qualifications for the board or commission.
8. Intervievvs may be conducted as determined by the City Council for any appointments
to boards and commissions. The City Council also may choose to intervievv
candidates for appointment to various regional boards.
