AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN OF THE CITY OF
FAIRFAX, VIRGiNIA TO ALLOW LOW-MEDIUM DENSITY RESIDENTIAL AS AN
OPTION FOR THE PROPERTY IDENTIFIED AS CITY OF FAIRFAX TAX MAP
PARCELS 57-4-((2))-7, 8, 9, 10 AND 11.
WHEREAS, Rocky Gorge, LLC, has requested an amendment to the land use map to
include City of Fairfax tax map parcels 57-4-((2))-7, 8, 9, 10 and 11, designated as low-
medium density residential and recommended for low-medium to medium density residential
with an option for mixed-use development in the Comprehensive Plan for the subject
property; and
WHEREAS, the Planning Commission, after carefully considering the request and the
testimony received at public heating, has not determined that the proposed amendment is
proper and in accordance with the applicable provisions of law, the City Code and the
Comprehensive Plan guidelines; and
WHEREAS, the Planning Commission has failed to adopt a resolution, pursuant to
§15.1-448 of the Code of Virginia, recommending approval of the amendment to the
Comprehensive Plan; and
WHEREAS, the City Council, after carefully considering the testimony received at
public heating, comments received from the Planning Commission and the recommendation
from staff, determined that the proposed amendment is not proper and in accordance with the
applicable provisions of law;
NOW, THEREFORE BE IT ORDAINED, that the Comprehensive Plan text is hereby
amended as recommended by staff and underlined below:
b. School Street East
Development along the southern portion of School Street east of Chain
Bridge Road should reflect the prominent location of this property. An
assemblage of properties designate Mixed-Use will accommodate
commercial/institutional development as well as a possible office and
residential component. A modestly-scaled hotel and conference facility are
desirable as part of a mixed-use development. As an option, medium density
residential (4.1-7.9 du/ac), with a gateway feature at the intersection of Chain
Bridge Road and School Street could be appropriate. If a residential
development is planned to cross the City/County boundary, a boundary
adjustment into a single jurisdiction should be considered.
This ordinance shall be effective as provided by law.
