AN ORDINANCE AMENDING SECTIONS 102-31,102-32, 102-33, 103-34 (b)
AND 103-34 (c), ARTICLE II, CHAPTER 102 OF THE CODE OF THE CITY
OF FAIRFAX, VIRGINIA, TO INCREASE THE WATER AND SEWER
SERVICE RATES BY 3%, INCREASE THE WATER AVAILABILITY CHARGE
BY A MAXIMUM OF 10.1%, INCREASE SEWER CONNECTION CHARGE
BY 3.5%, REVISE WATER AND SEWER FRONTAGE CHARGES AND
CORRECT MISCELLANEOUS TYPOGRAPHICAL ERRORS
BE IT ORDAINED by the City Council of the City of Fairfax, Virginia, that Section 102-
31, Article II, Chapter 102 of the Code of the City of Fairfax, Virginia is amended to read
in its entirety as follows:
Sec. 102-31 Water and sewer service rates
(a) The rate for water service furnished by the city shall be as follows:
(1) Residential consumers: For the first 5,000 gallons or less per quarter $!9.05 $14.40
and per 1,000 gallons for all water in excess of 5,000 gallons $2.58 $2.76.
(2) Commercial consumers: For the first 5,000 gallons or less per month $44-~5 $16.94
and per 1,000 gallons for all water in excess of 5,000 gallons $2.58 $2.76.
(b)
The rates for sewer service furnished by the city shall be 89.6 percent of the computed
water service rate; provided, that apartment buildings will be billed at a minimum

All connections to the water system shall be the responsibility of the consumer and shall be
performed in compliance with the requirements of the department of utilities. The consumer
may request that the city perform the connection, and if the city agrees to perform the
connection, the connection charges listed in this subsection (-a) ~ of this section shall be
increased by 100 percent.

The city manager or his designee shall determine the applicable type and the availability
charge for each premises.
Multi-use premises shall be charged based on the various types of use or on the principal use
whichever results in the higher charge.
Unless otherwise stated, the type of premises and units of measurement shall be as defined in
chapter 110 of this Code. The term "occupancy unit" means any room or suite of rooms
typically rented as a unit containing overnight sleeping accommodations which are separate
from any other such room or suite of rooms within the same hotel, motel, or roominghouse.

waived if the applicant for a service connection installs or pays for installation of the main to

(2) Frontage charge:

and with no maximum.

102-34 (b) and 102-34 (c) Article II, Chapter 102 of the Code of the City of Fairfax,
Virginia are amended to read in their entirety as follows:
Sec. 102-34. Miscellaneous charges and deposits.
b) Late payment charge. In the event any utility bill is not paid in full within 25 days of the
due bill date stated therein, a late charge in the amount of five percent of the outstanding
balance of such bill will be added thereto.
c) Payments after termination of service. In the event any utility bill is not paid in full within
45 days of the ~',:e bill date stated therein, including payment of any late charges imposed
pursuant to subsection (b) of this section, water service to the customer will be terminated.
Water service will not be restored until payment is made in full of any outstanding utility
bills, including late charges, and the service charge imposed pursuant to subsection (a) of this
section.
5. This ordinance shall become effective July 1, 2002.
