19970128 1997-1ORDINANCE NO. 1997-1 AN ORDINANCE TO ADOPT A PORTION OF THE UPDATED COMPREHENSIVE PLAN FOR THE CITY OF FAIRFAX, VIRGINIA WHEREAS, pursuant to Section 15.1-454 of the Code of Virginia, the Planning Commission reviewed the Comprehensive Plan; and WHEREAS, at a public hearing held on January 25, 1993, the Planning Commission determined that it was advisable to amend the Plan; and WHEREAS, in the preparation of the updated Comprehensive Plan, the Planning Commission held numerous public work sessions to study land use, transportation and other matters specified in the Code of Virginia; and WHEREAS, the Planning Commission held public hearings on February 26, 1996, April 22, 1996 and January 13, 1997, pursuant to Section 15.1-448 of the Code of Virginia to solicit public input; and WHEREAS, at its meeting of January 13, 1997, the Planning Commission adopted a resolution recommending the Draft Plan and certified a copy to the City Council; and WHEREAS, in its consideration of the updated Comprehensive Plan, the City Council conducted several public work sessions and, pursuant to Section 15.1-450 of the Code of Virginia., held public hearings on January 14, 1997 and January 28, 1997, to solicit public input; and WHEREAS, the updated Comprehensive Plan has been developed for the purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the City which will, in accordance with present and probable future .needs and resources best promote the health, safety, morals, order, convenience, prosperity and general welfare of its inhabitants; NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Fairfax, Virginia, on this 28th day of January 1997, that the following portion of the updated Comprehensive Plan dated December 4, 1997, from page Land Use-25 through 26, is hereby adopted: b. School Street East Development along the southern portion of School street east of Chain Bridge Road should reflect the prominent location of this property. An assemblage of properties designated Mixed Use will accommodate commercial/institutional development as well as a possible office and residential component. A modestly- scaled hotel and conference facility are desirable as part of a mixed use development. 1997-1 -2 University Drive will be realigned from near its intersection with Armstrong Street along a 70-foot-wide right-of-way through the Crestmont development, to intersect with School Street and then with University Drive to coincide with the George Mason University entrance at Pohick Lane (see Transportation Plan). This realigned collector street will provide access to George Mason University. A signature development with a substantial architectural element reflecting the significance of this location as an entryway into both the City and the University is appropriate. Consideration should be given to including properties in the Forest Avenue cul-de-sac and adjacent University Drive lots into an assemblage. If not included, a suitable buffer or transitional land use should be developed between existing homes and new development on this site. The Fairfax County Redevelopment and Housing Authority, Fairfax County Public Schools, George Mason University and the City of Fairfax, as well as several individual property owners, control parcels or rights-of-way in this area. The City should work with the County and other property owners to develop a quality project at this location. The City should then work with the County to relocate the City-County boundary to incorporate into the City the property between the existing southern City limits and GMU between Chain Bridge Road and existing University Drive.
