AN ORDINANCE AMENDING SECTIONS 3 AND 6 OF THE ZONING
ORDINANCE OF THE CITY OF FAIRFAX, VIRGINIA, TO PRE-
SCRIBE ADDITIONAL LANDSCAPING REQUIREMENTS FOR OFF-
STREET PARKING AREAS.
BE IT ORDAINED by the Council of the City of Fairfax, Virginia,
that the provisions in Sections 3 and 6 of the Zoning Ordinance
of the City of Fairfax, Virginia, be and they hereby are amended to
prescribe additional landscaping requirements for off-street
parking areas as follows:
1) Amend paragraph "a" of subsection 3.173 to add a new
subparagraph "18" to read in its entirety as follows:

"18 .
Location of all plants in relation to parking
areas, streets and buildings. For the purposes
of this subsection, plants shall include, at a
minimum, all shrubs which are thirty inches or
more in height, all trees which are ten feet or
more in height, and all contiguous areas of
shrubbery which are fifteen square feet or more
in area, irrespective of the height of the
shrubbery therein."
Amend subsection 3.173 to add a new paragraph "h" to read
in its entirety as follows:
"h.
Landscape plan of all off-street parking areas require
in Section 6.02 with:
Location, number, size and species of all plant
material.
A list of plant sizes at time of installation and
at maturity.
A diagram drawn to scale showing height and spread

of all trees at installation and at maturity·

Amend subsection 3.174 to delete paragraph "o" in its
entirety and insert the following as the new paragraph "o"
Compliance with the requirements of Section 6 for
,!
landscaping of off-street parking areas.
4)
Amend section 6 to renumber the existing subsections as
follows:
a)
Number and title the existing first paragraph as
follows:
"6.01 Minimum Space Requirements:"·

b)
Renumber the existing subsections as the following
paragraphs under the new subsection 6 01: 6 01 to "a"
6 02 to "b" 6 03 to "c" 6 04 to "d" 6 05 to "e"
6 06 to "f" 6 07 to "g" 6 08 to "h" 6 09 to "i"
6.10 to "j", 6.11 to "k", 6.12 to "1", 6.13 to "m" and
6.14 to "n".
5) Amend section 6 to add a new subsection 6.02 ~to read ~in its
entirety as follows:
"6.02 Landscaping.
a. Perimeter requirements.
Ail off-street parking areas for five or more
vehicles, including vehicle sales areas, that are
adjacent to a public right-of-way, shall be
bordered wherever adjacent to such public right-
of-way by a compact evergreen hedge not less than
30 inches high.
Such border hedge shall be centered in a planting
strip having a minimum width of 3 feet.
b. Interior requirements:
Ail commercial, industrial, apartment and planned
development parking areas which have twenty or more
parking spaces shall include:
For every 20 spaces provided, one planting area of
no less than 9' X 20' shall be required, and this
area shall either be spaced between each 20 parking
spaces or otherwise randomly combined or spaced to
provide a planting area consistent with good
design and horticultural standards as approved by
the Director of Public Services or his designee and
shall be landscaped; however, in no case shall any
such planting area exceed 540 square feet.
The primary landscaping materials used within
parking areas shall be trees for the purpose of
providing shade in order to reduce heat and glare
and to make the parking area more attractive. In
addition to any other landscaping, there shall be
located in each planting area one tree no less
than 10 feet high with no less than a 2" to 2-1/2"
caliper and capable of providing shade at maturity.
The type of tree and the landscaping must be
approved by the Director of Public Services or his
designee.
Shrubbery, hedges and other live planting material
may be used to complement the tree landscaping but
shall not constitute the sole landscaping.
The interior dimensions of any planting area shall
be sufficient to pmotect the plants and to allow
for the mature size of the species.
Concrete curbing or some other protective device
approved by the Director of Public Services shall
be installed around the edge of each planting area
to prevent any vehicle overhang or other contact
with the plants.
5. For each planting area of no less than 9' X 20' thai

is required in paragraph 6.02b the developer will
be given credit for providing one required
parking space.
The owners and their agents shall be responsible for
providing, protecting, and maintaining all landscaping
healthy, growing and attractive condition, replacing
it when necessary, and keeping it free of refuse and
debris. Provisions for the health, maintenance and
preservation of plant stock such as watering devices,
mulches, tree guards, and the like shall be located and
described on the site plan.~
Ail landscaping of off-street parking areas is subject t
review by the Board of Architectural Review as specified
in sections 13 and 18.
This landscaping requirement is in addition to all other
landscaping requirements in the Zoning Ordinance.
This ordinance shall take effect immediately upon its
adoption by the City Council of the City of Fairfax, Virginia.
