AN ORDINANCE TO AMEND AND REENACT ARTICLE V OF
CHAPTER 2 OF THE CODE OF THE CITY OF FAIRFAX,
VIRGINIA, ESTABLISHING A PARK AND RECREATION
ADVISORY BOARD.
BE IT ORDAINED by the City Council of the City of Fairfax, virginia,
that Article V of Chapter 2 of the Code of the City of Fairfax, Virginia, be
and it hereby is amended and reenacted to read in its entirety as follows:
Article V. Park and Recreation Advisory Board.
Sec. 2-24. Established.
There is hereby established an advisory group to city council to be
known as the park and recreation advisory board.
Sec. 2-25. Composition; appointment and terms of office of members.
The park and recreation advisory board shall consist of nine members
to be drawn as nearly as possible from the various groups within the city
having an interest in park and recreation facilities and programs. Eight
members of the advisory board shall be appointed by the city council, one of
whom shall be a member of the city council whose term shall coincide with his
tenure on the city council, and one of whom shall be a member of the planning
commission whose term shall coincide with his tenure on the planning commission.
The ninth member shall be a member of the city school board who is designated
by the school board. Members of the board shall serve for three-year terms,
or at the pleasure of city council. Initially, two members shall be appointed
for a one-year term, three members for a two-year term and one member for a
three-year term. The member appointed from the school board shall not remain
as a member of the park and recreation advisory board after the expiration of
his term of appointment on the school board.
~Sec. 2-26. Recommendations on facilities.
The park and recreation advisory board shall be charged with studying
and recommending on park and recreation facilities, specifically:
(a) Geographical distribution of park and recreation facilities within
the community according to the needs of the community and as measured against
national standards which have been developed.

(b) Participation by the City in regional facilities and programs and
the benefits or inadequacies as indicated thereby.
(c) Specific plans for the development of park facilities and play-
'rounds, provided that the board shall ensure full consultation with the
)lanning commission on matters affecting the comprehensive plan.
(d) Specialized recreation needs not being met by either public or
)rivate development.
(e) The joint community use of school facilities.
Sec. 2-27. Recommendations on programs generally.
The parks and recreation advisory board shall be charged with studying
and recommending on the recreation program, specifically:
(a) Present recreation program services being provided with particular
reference to variety and age groups.
(b) Programs made available to city citizens by the county recreation
department.
(c) Publicity undertaken to make known to citizens available oppor-
tunities of both the city and the county.
(d) The annual program offerings and level of staffing as represented
by the budget document.
(e) The activities of volunteer organizations in the various fields
of recreation.

Coordination of activities of volunteer agencies.
The park and recreation advisory board shall be responsible for recom-
mending park and playground development and recreational activity. It shall
encourage volunteer citizen participation to the maximum extent possible.
Sec. 2-31. Responsibilities generally.
The park and recreation advisory board shall be responsible for the
study and recommendation to city council of a well-rounded park and recreation
program. The park and recreation advisory board shall ensure adequate coordi-
nation of all matters affecting policy of joint community use of schools with
