RESOLUTION TO APPROVE, WITH CONDITIONS, THE FOLLOWING REQUESTS OF
FAIRFAX SURGICAL CENTER, L.P., BY MOLLY E. HARBIN, AGENT, ON THE
PREMISES KNOWN AS 10730 MAIN STREET, AND FURTHER IDENTIFIED AS TAX
MAP PARCELS 57-1-((19))(D)1 & 2A.
1. Special Exception from City Code Section 110-763(3)(b)(2) to allow development
within the 25' side setback adjacent to residentially zoned property.
2. Special Exception from City Code Section 110-152(c) to provide off-site parking for
Surgical Center staff during the construction period on property leased from Fairfax
Presbyterian Church.
WHEREAS, Fairfax Surgical Center, L.P. has submitted Application No. SE-319-02-1,
and SE-330-02-1; and
WHEREAS, The City Council has carefully considered the application, the
recommendation of the staff and testimony received at the public hearing; and
WHEREAS, the City Council has determined that the proposed Special Exceptions are
appropriate because the proposals meet the requisites established by City of Fairfax Code for
the following reasons:
The requests meet the criteria established in City Code Section 110-366.
The City Council has determined that the granting of the requested Special
Exceptions will not be inconsistent with the Comprehensive Plan or the
purpose of the Zoning Ordinance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax
on this twenty-third day of July, 2002 that Application Nos. SE-319-02-1 and SE-330-02-1,
be and hereby are APPROVED WITH THE FOLLOWING CONDITIONS:
1. The applicant shall consolidate Tax Map Parcel 57-1((19))(D)1 & 2A prior to site plan
approval.
2. The applicant shall phase the proposed development as stated in the Statement of
Justification.
3. The applicant shall install signage prohibiting left tums for traffic exiting the site onto
Keith Avenue. The location for such signage shall be determined during the site plan
approval process.
4. The proposed development shall be in substantial conformance with the Special
Exception Plat prepared by Patton, Harris, Rust, and Associates dated June 28, 2002.
The architectural elevations prepared by Bob Grummon of Lyman Davidson Dooley,
Inc. are not approved as part of this review and must be submitted to the Board of
Architectural Review for review and approval.
5. The applicant will take necessary steps to provide patients and staff with direction on
exiting the building, which does not include the residential community.
