RESOLUTION TO APPROVE THE REQUEST OF JIM CORRIDON ELECTRIC
COMPANY, INC., FOR A SPECIAL EXCEPTION TO CHAPTER 110 OF THE CITY
CODE TO REDUCE THE REQUIRED PERIPHERAL PARKING LOT LANDSCAPING
STRIP AND ELIMINATE THE REQUIRED INTERIOR PARKING LOT LANDSCAPING;
ELIMINATE THE REQUIRED CURBS IN THE SIDE AND REAR PARKING AREAS,
ELIMINATE THE REQUIRED FOUR-FOOT-WIDE SEPARATION BETWEEN DRIVE
AISLE AND STRUCTURE, AND ELIMINATE THE REQUIRED SIX-FOOT-WIDE
SEPARATION BETWEEN PARKING SPACES AND STRUCTURE; AND ALLOW
CONSTRUCTION OF NEW STRUCTURES IN THE RESOURCE PROTECTION AREA
IN THE C-2 (RETAIL COMMERCIAL) DISTRICT ON THE PREMISES KNOWN AS
3909 RAILROAD AVENUE AND MORE PARTICULARLY DESCRIBED AS
TAX MAP PARCEL 57-2-((2))-150C.
WHEREAS, Jim Corridon Electric Company, Inc. has submitted Application No. SE-
321-02-1 requesting a Special Exception to the City Code listed below:
Section 110-259(a)(1) and (2) -requires a seven-foot-wide minimum width of
the peripheral parking lot landscaping strip and one landscaped island for every
12 parking spaces.
Section 110-153(2) -requires fixed and permanent concrete curbs at
least six inches in height to delineate entrances, perimeters and
landscaped areas in the parking lots.
Section 110-153(3) -requires four-foot-wide separation between a drive aisle
and structure, and six-foot-wide separation between parking spaces and a
structure.
Section 110-79(b)(2) -restricts construction of new structures in the resource
protection area.
WHEREAS, City Council has determined that the proposed Special Exceptions are
appropriate because the proposal meets the requisites established by City of Fairfax Code
Section 110-263, Section 110-158, Section 110-81 and Section 110-366 for the following

Are not inconsistent with the recommendations of the Comprehensive Plan,
Provide the minimum relief necessary to allow reasonable use of the land,
Are not expected to have any negative impact on water quality,
Will not result in any negative impact on pedestrian or vehicular safety, and
Will not result in an inadequate landscape amenity on the subject site.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax
on this l0th day of December, that Application No. SE-321-02-1 be and hereby is
APPROVED with the following conditions:
1. The applicant shall provide additional landscaping in the buffer of the resource
protection area, subject to review and approval by the Board of Architectural Review=
where the compacted gravel is removed except in the area of the existing sanitary
sewer easement.
2. The applicant shall coordinate relocation and installation of all fencing with the
City Arborist prior to site plan approval to ensure existing trees are not damaged to
the extent possible.
3. The site plan shall show a reduced width of the western curb cut, relocation of
the trash enclosure, shown near the eastern boundary of the property, to the interior
storage area, and a redesign of parking space #20 to meet requirements of City Code
and avoid potential conflict with the existing gas pump.
4. The applicant shall submit to the Zoning Administrator, in connection with site
plan submission and review, written verification from the Virginia State Department
of Environmental Quality that the existing gasoline pump meets current state
standards.
5. The applicant shall remove the chain link fence along the west boundary, in
conjunction with the proposed site improvements, and replace with a board-on-board
screening fence. Said fence location shall be subject to review and approval by the
City Arborist to avoid damage to existing trees to the extent possible.
6. The applicant shall, in conjunction with the proposed site improvements, install
bollards and signage along the east side of the building to provide separation from the
drive aisle.
7. The applicant shall, in conjunction with the proposed site improvements, provide
curb (without gutter) along the east and west sides of the existing parking area to
restrict parking on the peripheral landscape strip.
8. The applicant shall ensure that, in conjunction with the proposed site
improvements, the parking area in front of the building is reserved with signage for
customers only.
9. The applicant shall use brick on the front and side facades of the office building
subject to approval by the Board of Architectural Review.
10. The site plan shall show a decorative metal rail fence with one brick pier from
the northwest comer of the building to the west property line of the subject site to
match the gated decorative metal fence across the entrance to the parking area,
subject to review and approval by the Board of Architectural Review.
