RESOLUTION ESTABLISHING CITY COUNCIL POLICY REGARDING
RENTAL LOCATIONS FOR STREET BANNERS
WHEREAS, the City of Fairfax initiated a street banner program in 1993 to promote
the city's identity and city-sponsored events; and
WHEREAS, while priority is given to city events, over the years the program has
expanded to allow other civic or fraternal groups to display banners; and
WHEREAS, considerable staff support is needed to manage the program and install
and remove banners; and
WHEREAS, the City Council wishes to return the banner program to its original
purpose of promoting the city or city-sponsored or endorsed events taking place in the city;
that
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Fairfax,

Use of street banners across Main Street at West Drive and Chain Bridge Road at
North Street primarily shall be reserved for city-sponsored and city-administered
events, or for events sponsored by organizations that derive direct financial support or
by organizations that have contractual relationships with the city.
City-sponsored, city administered events include the Chocolate Lovers Festival,
Spotlight on the Arts, Community Appearance/Community Clean-up Days, Blenheim
Civil War Encampment, Family Funfest, National Trails Day, City Band Summer
Concert Series, Independence Day, Old Town Hall Lecture Series, Fall for the Book,
Old Town Hall Performance Series, Fall Festival, Holiday Craf~ Show and the Festival
of Lights & Carols, and other city events that may be initiated by the city in the future.
Applications for banners from city-related civic, fraternal or charitable organizations
and from George Mason University or George Mason University-affiliated
organizations wishing to display banners for events not included in the listing in item
#2 above must be sponsored by a city department or by the city manager's office, as
part of the banner request application.
Events not taking place in the city and/or sponsored by groups not located in the city
are discouraged and will be approved only if the event furthers established city
policies or programs.
All non-city sponsored or administered events require the approval of the city manager
or his designee. The city manager may disapprove any banner application if the
message, the event or the appearance of the banner is not in the best interests of the
City of Fairfax.
The banner program will continue to be administered by the Public Works Department
in accordance with the administrative regulations generally set forth in Attachment A.
7. This policy becomes effective for banners to be displayed as of January 1, 2002.
