RESOLUTION ESTABLISHING CITY COUNCIL POLICY REGARDING THE LEVEL
OF ADJUSTMENT TO UNUSUALLY HIGH UTILITY BILLS DUE TO WATER LEAKS
AND LEVEL OF ADJUSTMENT TO SEWER PORTION OF UTILITY BILLS FOR
FILLING SWIMMING POOLS WITH CITY WATER
WHEREAS, the City Council wishes to establish policy with regard to the
administrative adjustment of abnormal water or sewer bills and with regard to adjustment of
sewer charges for customers who own and utilize swimming pools,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax,
that:
In the event a customer receives an unusually high utility bill, the customer will
receive a courtesy adjustment provided the customer has not received such an
adjustment during the preceding five years. The adjustment will cover one billing
period or the period from last billing up to the date when the customer is notified of an
unusually high water usage, whichever results in a shorter duration. The level of
adjustment will be as follows:
A - Water Leaks in Which the Leaked Water Does Not Reach the Sewer System:
Volume of water in excess of preceding year's average water use will be
reduced by 50%.
Volume of sewer in excess of preceding year's average sewer use will be
reduced by 100%.
B - Water Leaks in Which the Leaked Water Reaches the Sanitary Sewer System:
Volumes of water and sewer in excess of preceding year's average use will be
reduced by 50%.
In the event a customer fills a swimming pool using the city water, the sewer portion
of the customer's utility bill will be reduced for a one time filling of the pool in each
calendar year in an amount equal to the volume of the swimming pool provided:
A - The swimming pool's drain line does not connect to the city's sanitary sewer
system, and
B - Proof of evidence is provided indicating that the pool water is disposed of in
accordance with the Code of the City of Fairfax, Virginia prior to having the sewer
portion of their bill adjusted.
3. In all types of adjustments, Utility Tax will be adjusted accordingly, if applicable.
