RESOLUTION TO APPROVE THE REQUEST OF HOME DEPOT USA, INC.
BY COLLINS SIGNS, AGENT, FOR A SPECIAL EXCEPTION TO ALLOW
370.33 SQUARE FEET OF BUILDING-MOUNTED SIGNAGE ON THE
PREMISES KNOWN AS 3201 OLD LEE HIGHWAY, AND MORE
PARTICULARLY DESCRIBED AS TAX MAP PARCEL 48-3-((02))-014.
WHEREAS, Home Depot USA, Inc. through Collins Signs, Agent, has submitted
Application No. SE-257-00-1 requesting a Special Exception to City Code Section 26-
44(b)(2)(a)(2); and
WHEREAS, the City Council has carefully considered the application, the
recommendation of the staff, and testimony received at the public hearing; and
WHEREAS, the City Council has determined that the proposed Special Exception is
appropriate because the proposal meets the requisites established by City Code Section
26-103(c) for the following reasons:
1. The proposed signage is consistent with the Comprehensive Plan;
2. The size and shape of the building are adequate to accommodate the sign;
3. Vehicular and pedestrian traffic would be facilitated, rather than impeded by placement of the
additional signage;
4. The proposed signage would increase the volume of trips to and from the area. The zoning of the
area and the previous land use suggest that increased trip generation can be accommodated;
5. The site of the proposed sign is in proportion to the building and is consistent with designs at
comparable sites;
6. Smoke, dust, odor and vibration are unlikely to be factors in the placement of this additional
signage. Due to the zoning in this area and previous land use, the impact of lighting, noise, traffic
and sight is expected and appropriate;
7. Clearly marking the building should help to ensure the safety and movement of vehicular traffic in
the area;
8. The safety and welfare of residents living in the area is likely to be enhanced by the proposed
signage as the store should be easier for vehicular and pedestrian traffic to locate;
9. The location, height and design of the proposed sign is suitable for the building;
10. The proposed signage would have little, if any, impact on the development of adjacent land;
11. The safety and welfare of persons working in the neighborhood of the proposed signage should be
enhanced by its placement as motorists should be able to more easily locate the store;
12. Compliance with the Zoning Ordinance to allow no more than 150 square feet of building mounted
signage would pose an unique burden on motorists trying to locate the store. The setback and size
of the building is such that smaller signage would be less visible and less visually appealing;
13. The proposed building mounted signage for the Home Depot store meets the criteria set forth in the
City Code, and hence the Code of Virginia, for a permissible special exception.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fairfax
on this 25th day of July, 2000 that Application No. SE-257-00-1 be and hereby is
APPROVED with the following condition:
1. That the applicant remove the existing non-conforming pylon sign.
